THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDATN:
Section 1 �,
That the title of Chapter 51 of the Saint Paul Administrative
Code be as follows:
Chapter 51. �a�e Disposition of City Property.
Section 2
That the title of Chapter 51 .01 of the Saint Paul Administrative
Code be as follows:
51.01. Authority and Procedure.
Section 3
That Chapter 51 .01 of the Saint Paul Administrative Code is
hereby further amended by adding the following subsections:
(9) Lease of City property. Disposition of city
property by negotiatEd lease may be authorized by
resolution of the city council pursuant to this c apter and
chapter 86 of the administrative code. Proposed
leases shall be submitted for consideration by the

of the city valuation engineer. Leases for a
term of more than one year shall also be sub-
mitted with the report of the city budget
director, and may be approved by the Council
onl after ublic hearin , b resolution
passe by five affirmative votes.
10) Exchange of City property. If the council
determines by resolution passed by five
affirmative votes that a negotiated exchanc�e
of city and other property, real or personal,
may better serve the public welfare, than a
sale of the city property, the council may
by such resolution direct the city valuation
engineer to make or obtain an appraisal of
the property to be received in the proposed
exchange. The value of the property to be
received by the city in such exchange shall
not be less than the market value of the
city property.
Upon receipt of the appraisal of the exchange
property, and after public hearing, the council
may by resolution approved by five affirmative
votes approve the negotiated exchange and
authorize execution of deeds or other instru-
ments to complete the exchange .
Section 4
That Chapter 51.03 of the Saint Paul Administrative Code
is hereby amended to provide as follows:
51. 03. Proceeds credited to funds . All moneys
accruing from the sale, lease or exchange of
property as herein provided shall be credited
to funds as designated by the director of finance
and management services pursua�t to the provisions
of the city charter.
Section :5
That Chapter 51 .04 of the Saint Paul Administrative Code
is hereby amended to provide as follows:
