relating to taxicab requirements and
adding Subdivision 8 to Section 418. 12 I
relating to taxicab regulations in the ,
Saint Paul Legislative Code.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section l.
That Section 418. 09 (1) of the Saint Paul Legislative Code is
hereby amended to read as follows:
418. 09. Vehicles - Requirements. i
(1) Every vehicle licensed initially as a taxicab
shall be a new vehicle or a used vehicle not i
more than two model years old as of January 1 I
of the license year which has been certified '
by an authorized dealer, in accordance with ,
standards adopted by the license inspector, to
be in a safe operating condition. Al1 taxicab
vehicle licenses shall expire �e�.� five years
from January 1 of the model year. A "new vehicle"
for the purpose of this paragraph is defined as
a vehicle in a new and unused condition. �
Section 2.
That Section 418 . 12 of the 5aint Paul Legislative Code is

hereby provided with an additional subdivision which reads as follows:
418.12. Taxicab - Regulations.
Subd. 8 Inspections.
a. Yearly inspections. Any taxicab owner shall submit
each and every licensed taxicab to an authorized
dealer for a yearly inspection. For purposes of
this section, "authorized dealer" shall mean an
automobile dealership which deals in that particu-
lar make of automobile.
b. Weekly inspections. Any taxicab awner shall submit
each and every licensed taxicab to an authorized
inspection station for a weekly inspection. For
purposes of this section, "authorized inspection
station" shall mean a comp�tent inspection station
approved by the License Inspector.
c. Penalty. Failure by an owner to submit each and '
every licensed taxicab for two consecutive weekly
inspections at an authorized inspection station
and/or for a yearly inspection by an authorized
dealer shall result in the following:
1) The License Inspector shall seize the license
plates of each and every uninspected taxicab;
2) The License Inspector shall hold the seized li-
cense plates until the taxicab is inspected
and found to be in a safe condition by an
authorized inspection station or dealer or
until action of the Council as provided for
herein; and

3) Immediately after such seizure, the inspector
shall notify the licensee, specifying in de-
tail the cause for seizure, and stating that
the licensee has a right to a hearing on the
seizure. The hearing shall be held at the I
next License meeting of the City Council after
the receipt of a written request for hearing I
unless a later hearing is requested by the I
licensee. After such hearing, the Conncil
shall determine whether the plates shall still
be held and whether such license shall be
revoked.
Section 3.
This ordinance shall take effect and be in force thirty (30)
days from and after its passage, approval and publication.
