as amended by Ordinance No. i6876, adopted January 28,
1982, be and the same is hereby further amended in the
following particulars:
The definition of "regional flood'� appearing in Section
60.206 is amended to read:
Flood, regional. A flood which is representative
of large floods known to have occurred and
characteristic of what can be statistically
expected to occur on an average of once every
100 years and have water surface elevations
� equal to those filed with and made a part of

65.101. Intent. The River Corridor District and its
subclassifications, RC-1, RC-2, ftC-3, and RC-4, a��
��e-6e�e�a�-��ee���a��-�}s���e��-6��-�e��s��e-��e
�}�e�-6e����e��}� are map overlay districts,
designed to provide comprehensive floodplain and
river bluff management for the city of Saint Paul
in accordance with the policies of Minnesota
Statutes (Chapters 104 and 116G) , Minnesota
Regulations (MEQC 54} and Governor' s Executive
Order No. 79-19. .

RC-4 River Corridor Urban Diversified District, as

Saint Paul Legislative Code, as enacted by Ordinance No .
16876, adopted January 28, 1982, are amended by deleting the
words "General Floodplain" where the same do appear.

That Suhdivisions 3 and 4 of said Section 65.103 are
amended to read as follows:
Subd. 3. All proposed development on property
which is wholly or partially located within the
River Corridor�Ge�e�a�-��ee���a�� District of the
City of Saint Paul shall be submitted to the planning
commission �e�-�e��e�-�a-as���e-a��e�e�ee-�e-��.}s
el�ag�e�-a��-e�ke�-e�g�}ea��e-�a�as in accordance with
Section 62. 108 of the Zoning Code.
Subd. 4. All requests for building permits for new
str�ures or for additions to existing structures
which are wholly or partially located within the
RC-1; and RC-2�-a��-6e�e�a�-��ee���a��. Districts
shall include the mean sea level (m. s. l. ) elevation
of the first flood (including basement) and the
elevation to which structures or additions to
structures will be flood-proofed.
Section 6.
That Sections 65. 300, 65. 301 and 65. 302 of the Saint
Paul Legislative Code, as enacted by Ordinance No. 16876,
adopted January 28, 1982, and pertaining to the General
Floodplain�District, are repealed.
Section 7.
That Chapter 65 of the Saint Paul Legislative Code, as
enacted by Ordinance No. 16876, adopted January 28, 1982, is
amended by deleting all references to Ge�eral.=Floodplain
District where the same do appear in the following sections,
subdivisions and clauses:

RE: Chanaes to River Corridor Ordinance
Dear President Hunt and Council Members :
Since the City Council adopted a "River Corridor District" as an overlay
in the St. Paul Zoning Ordinance (Ordinance #16876) , staff f�as identified
a few errors in the wording of the ordinance. These errors were inadvertently
over1ooked as the ordinance was reviea�ed, primari1y due to the extreme
lengtfi of time 6etween pu6lic readings to aecommodate E�B review under
the state's Critical Area Act. A11 the errors are "typographical" in
nature, and are not of su6stance.
Therefore, T am requesting that the Council amend the ordinance to eliminate
these errors. The chanQes should make the ordinance easier to understand
and enforce. Specifically, the revisions should include the following:
1 . �565.103 Comp1iance: Add a phrase, thusly: Subd. 3. All proposed
deve o'(pment on property which is wholly or parti—aTTy 1ocated within
the River Corridor of the City of St. Paul sha11 6e submitted to the
P1anning Commission in accordance with Section 62.108 of the Zoning Code.
2. �65.101 , and �6Q.2�J6: Correct map references.
3. �65.300, g65.301 , g65.301 : Repeal these sections that re1ate to a defunct
,enera oo p ain istrict".
4. Generally, remove all references to the "General Floodplain District".

Sir+ce the City Council adopted a "R�iver Corridor District" as an overlay
in the Si;. Paul Zoning Ordinance (Ordinance #15876) , staff has ideiitified
a fe��r errors in tf�e a�tording of the ordinance. These errors we;e inadvertentl,y
overlooked as the ordinance t�ras revievred, prima•rily due t� the extreme
7er�gth of time 6et4reen publ i c readi nqs to accor�r�odate EOB revi er! under
tne state's Critical Area Act. l�ll the zrrors are "typographical" in
na�.ure, and are not of substance.
There-Fore, I arn re�uesting that the Council amend the ordinance to eliminate
these errors. The changes should make the ordir�ance easier to ��nderstand
ar�� enfarce. Specif;cally, the �evision5 sho�.�ld inr.lucle -tf�� follo��ing:
