I am sure you are aware that the Charter Commission has recommended that the Gity of Sair�t Paul amend the City Charter by adding a provision to Chapter 7 therein which would provide for the canvas of City elections within seven days after the election. The State law presently requires such a canvas within two days and this amend- ment would give the City more time to make that canvas. I have prepared an ordinance which would comply with the request of the Charter Commission. I am attaching this ordinance and a copy of the Charter Commission 's letter for your convenience. Olson, City Clerk Zz . � � 9 ��� . . . � �o�� RESOLUTION OF THE CHARTER COMMISSION OF THE CITY OF SAINT PAUL WHEREAS, Saint Paul City Council Member Bill Wilson, as Chairma.n of the City Council Legislative Subcommittee, has by letter of January 26, 1981 requested a change in Chapter 7 of the Saint Paul City Charter; and WHEREAS, Chapter 7 of the Saint Paul City Charter contains election regulations including a provision stating that the conduct and procedure of elections shall be governed by applicable statutes, together with supplementary ordinances passed by the Council; and WHEREAS, the Charter Commission has appointed Commission Member Raymond Faricy as Subcommittee Chairperson to study proposed changes to Chapter 7 of the City Charter and to ma.ke appropriate recommendations in response to Council Member Wilson' s request; and WHEREAS, Subcommittee Chairperson Faricy has made the following findings: 1. State law requires canvass of election returns within two days after an election. 2. State law permits cities to adopt their own regulations regarding municipal elections. 3. The City of Saint Paul cannot physically complete a canvass within two days after an election. 4.
