WHERE�S, The Planning Commission has made a survey of an area
comprising in excess of 40 acres, the boundaries of the study area
being the railroad tracks north of Bush and west of Rivoli, south
of East Seventh Street and running north along the railroad tracks
bordering Swede Hollow, and has determined that the number of real
estate descriptions being offered by the proposed zoning changes
are about 53 parcels which would make it impractical to obtain the
necessary 2/3 consent of contiguous property owners; and
WHEREAS, The Planning Commission has conducted a public hear-
ing on September 10, 1982 following publication of notices of
public hearing in a daily newspaper and having found and determined
that the proposed amendments are in keeping with the existing uses
anc� to a plan for future land use in the area, and is consistent
with the City' s Comprehensive Plan, and the Planning Commission
has recommended its approval to the proposed rezonings to the Saint
Paul City Council; and
WHEREAS, The City Council having considered the report and
recommenda±ion of the Planning Commission and having conducted a
public hea�ing on the proposed Zoning Code amendments on December
16, 1982 at 10:00 a.m. in the Saint Paul City Council Chambers,
City Hall and Court House, Saint Paul, rZinnesota, following publi-
cation of notice of hearing on December 4 , 1982 in the Saint Paul
Legal Ledger;
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
That pursuant to the authority granted by and in accordance
with the procedures set forth in r2innesota Statutes, Section
462. 357, the Council of the City of Saint Paul does hereby amend

40-Acre Study of the Railroad Island Neiahborhood on May 14 , 1982, for the
purpose of considering amendments to the Zoning Code; and
WHEREAS, the Railroad Island ITA Committee has developed a Land Use Plan
for Railroad Island which talls for changes in the present zoning; and
WHEREAS, the Planning Division has conducted such a 40-�cre Study for the

I. Introduction:
The Railroad Island Land Use amendment to the District 5 General Plan
identifies land use recommendations that will serve the following
functions:
' Aid Planning staff with site plan review of parcels in Railroad Island.
' Provide the basis for rezoning proposals.
' Guide future redevelopment activity.
' Serve as a framework for District 5 and City review of proposed city
actions.
II . Authority for Review:
Pursuant to Minnesota Statutes, Chapter 462 Section 462.355. Subd. 2,
Procedure for plan adoption and amendment, The planning agency may,
unless otherwise provided by charter or ordinance consistent with the
municipal charter, adopt and amend from time to time a comprehensive
municipal plan as its recommendation to the governing body."
III. Background:
Page 12, Land Use Proposal 2 of the District 5 General plan reads;
"The Railroad Island study now underway will include a land use plan,
and will be reviewed by the District 5 Planning Council and incorporated
in the General District Plan."
The District 5 Planning Council reviewed and approved the Railroad
Island Land Use Plan at their July 20, 1982 meeting.
IV. Issues and Staff Findings:
A. Consistency with the Comprehensive Plan
The Land Use amendments to the District 5 General Plan is in conformance
with the Comprehensive Plan.

B. Important Issues of Planning Concern
The Railroad Island Land Use Plan, which has been approved by the
Railroad Island ITA Committee and the District 5 Planning Committee,

V. Staff Recommendation:
The staff recommends approval of the Railroad Island Land Use Plan as
an amendment to the District 5 General Plan.

� INTRODUCTION
Railroad island is an inner city neighborhood located on the east side
� of St. Paul (see Figure 1) . As such, it has experienced changes in population,
building, and development. The neighborhood was largely developed by the
late 1800s. The concerns of those early residents and business persons
, have changed drastically in the last 50 years or so with the movement of
people and services out of the inner city and into the surrounding suburbs.
, Today, there is renewed interest in the inner city neighborhood, partly
due to higher costs of transportation. People are realizing that the inner
city can be an attractive and practical place in which to live, as well
as be a direct reflection on the city's central business district. In
� response to this trend,the Railroad Island neighborhood is beginning a
new phase of revitalization and growth. Homes are being rehabilitated,
developers are seriously interested in building sites, and there are new
' possibilities for commercial development along parts of Payne Avenue.
These indications of new growth in Railroad Island underline the importance
of careful land use planning by the community. Without such planning,
� redevelopment could be a chaotic and disruptive process. As beneficial
as redevelopment is, it must be guided so as to minimize disruptions to
the existing comnunity and to provide for the resident's needs--both today
' and in the future.
In 1978, the Railroad Island neighborhood was designated an Identified
' Treatment Area (ITA) by the City of St. Paul . As an ITA the community
became eligible for numerous benefits including home rehabilitation loans
and grants, an ITA staffperson to coordinate the programs, and the assistance
of city personnel for planning purposes. The ITA program and the involvement
, of residents, set the stage in Railroad Island for neighborhood-wide revitaliza-
tion. Other neighborhood organizations, including the Payne-Minnehaha
Community Council (PMCC) and the East Side Neighborhood Development Company
, (ESNDC) have provided a great deal of support to those efforts.
Since 1979 Railroad Island residents have been meeting to formulate neighborhood
� redevelopment and improvement ideas. With the assistance of the Community
Design Center, an early conceptual land use report "Railroad Island: A
Hopeful Future" was written and distributed. That report identified many
of the land use issues that concerned the residents, and it provided design
� alternatives to those issues. From 1980-82 efforts have been made to
produce a land use plan that would become part of the District 5 and St.
Paul citywide plans. This document is the end product of those years of
� comnunity and city effort.
The Railroad Island Land Use Plan identifies what residents and city professionals
feel are important land use problems and it offers solutions to those problems.
' The methods for implementing the solutions have not been specifically worked
out. However, the plan can be .used by the District 5 Council and the city
in evaluating specific land use proposals as they evolve through neighborhood
, redevelopment.

' OBJECTIVE
Railroad island is predominantly a residential comnunity. However, industrial
, expansion and a growing trend toward non-owner occupied housing has diluted
that residential character. Regardless of this, neighborhood �iscussions
on land use in the Island have been dominated by one central idea: Railroad
, Island must remain an attractive, historical, and liveable residential
community. The preservation and rehabilitation of the neighborhood is
our major objective: This Land Use Plan presents some ideas for meeting
' that objective.
IISSUES
' During the years of comnunity discussions, several major types of land

A. STREET DESIGN AND MAINTENANCE PROBLEMS
, Most of Railroad Island is either without curbs and gutters, or has
old curbs that are in need of repair (see Figure 2A). Because the
Island is one of the oldest neighborhoods in St. Paul, much of the
, area has never had curb and gutters. In addition, most of the streets
have deteriorating surfaces resulting in poor drainage, difficult parking,
uneven sweeping and snow removal, and unsightly appearance. These
, areas, shown in Figure 2A, should be upgraded as quickly as funding
becomes available.
' Figure 26 indicates the location of all street light deficiencies in
the neighborhood. Note that much of the area has inadequate lighting.
This condition should be remedied by the addition of mid-block lighting
where needed.
' While upgrading is essential to the revitalization efforts in the neigh-
borhood, preservation of the historic character is also important.
� That character should be preserved, wherever possible by maintaining
the streets with natural granite curbing and brick surfaces.
1. BUSH STREET
, ISSUE: There are improvements proposed for the Payne Avenue bridge
at Payne and Bush Street. These improvements may increase the
� difficulty in turning from Bush onto Payne. If this occurs the
truck traffic generated by the industrial uses on Bush may be diverted
onto the residential streets to the south.

PROPOSAL: The city should acquire, through the Public Works Oepartment,
the southwest corner of Payne and Bush Streets for the development ,
of a Bush Street right-of-way and a Bush Street connection onto
Payne from the west. This acquisition could provide the right-
of-way for a safer entrance onto Pa�yne and will further reduce ,
the health and safety problems which may occur with an increase
in industrial truck traffic on the residential streets to the south.
In addition, the city should consider vacating Bush Street east '
of Payne Avenue and work with the property owners in that area
for relocation.
2.. CLARK STREET I
ISSUE: Clark Street (Figure 3) is a dirt road and turnaround in ,
very poor condition. Some residences along Clark are without public
sewer facilities.
PROPOSAL: All public improvements should be made to Clark Street, �
including sewer, water, paving, curb, and gutters with the north
end being cul-de-saced, and vacating the remaining right-of-way
to Bush Street (see Figure 3). These improvements would provide '
the standard public facilities to those residents living adjacent
to Clark Street and it would protect the bluff to the north of
Clark from possible erosion, Hopefully,some financing solution ,
could be arranged to provide these basic facilities without assessing
the total cost onto the few residents who live adjacent to Clark
Street. '

3. DESOTO-OTSEGO-TEDESCO
ISSUE: Several traffic problems result from the street pattern '
near the intersections of Desoto and Otsego with Tedesco (see Figure
4) • (1) Desoto and Otsego meet Tedesco very close to one another;
(2) visibility is poor at both intersections; (3) Desoto is dangerously '
narrow and houses are close to the street; and (4) parking is difficult
along Desoto and the parked cars create pedestrian hazards.

PROPOSAL: The sidewalks along Desoto should be narrowed and the
' street widened. At the same time, the existing power poles in
the right-of-way should be removed and the power lines buried.
This measure will aid the Public Works Department in their street
, maintenance efforts as well as provide the area residents with
improved on-street parking.
, In addition, the Public Works Department should determine how to
discourage through traffic on Desoto from Minnehaha to Tedesco.
Every effort should be made to cooperate with the development plans
' of the ESNDC for upper and middle Desoto. Especially with regard
to parking for persons currently living on Desoto.

' 4. TEDESCO STREET
' ISSUE: Tedesco Street carries a large traffic load between the
downtown area and the east side of St. Paul . The only pedestrian
crosswalk is at Tedesco's eastern end where it meets Payne Avenue.
Crossing Tedesco near Lafayette Park and the Labor Plaza is very
' dangerous because of fast-moving traffic and poor visibility.
It is particularly hazardous for young children and the elderly
residents of Labor Plaza.
' PROPOSAL: A designated pedestrian crosswalk and warning lights
should be installed on Tedesco near its intersection with Burr
and the Public Works Department should work with the Railroad Island
' Land Use Task Force to solve the speed and safety problems along
Tedesco Street.
, In addition, the Tedesco-Lafayette curve should be straightened
to increase visibility and safety at the Otsego and Tedesco intersection.

5. PAYNE AVENUE AT BEAUMONT, EDGERTON AND PREBLE '
ISSUE: The intersections of Edgerton, Beaumont and Preble with
Payne Avenue are marked by two islands of pavement (see Figure 5A) . ,
These islands were designed to permit traffic flow at each intersection
to travel in any direction. However, the islands result in twice
as many entrances onto Payne than are necessary, making the intersections ,
twice as dangerous. When two or more cars enter these intersections
as the same time, there often is confusion as to which car has
the right-of-way.
PROPOSAL: Figure 5B shows a solution that would eliminate the '
islands. The areas that now make up the islands and the unused
roadway should be made part of the adjacent property while maintaining '
driveway access of adjacent owners. These lots should be landscaped
with the help of the neighborhood, creating attractive and safe
intersections. '

6. SOUTH END--DESOTO AND KENNY
ISSUE: Traffic from industrial firms located in the south end '
travels along residential streets, creating unnecessary noise and
hazards (see Figure 6A). ,
PROPOSAL: To alleviate the problem, Desoto should be vacated
between Petit and Kenny with southbound traffic on Desoto turning '
onto Hopkins or Petit (see Figure 6B). This conf.iguration would
effectively separate the industrial traffic in the south from the
residential areas to the north. '

, B. LAND USE CONFLICTS AND INDUSTRIAL OR COMMERCIAL ZONING PROBLEMS
There are several sites in Railroad Island where current zoning patterns
show industrial and corr�nercial uses in residentially zones areas, and
' residential uses in industrial and commercially zoned areas (see Figure
7). These conflicts should be eliminated. In addition, some zoning
changes should be made to accomnodate the proposed land uses and to
' encourage the types of development on specific sites that would be
most beneficial to the neighborhood.
, Therefore, coordinated with this land use plan, the Railroad Island
ITA Committee requested that the city conduct a zoning study to evaluate
the zoning problems in the Island and make the appropriate changes
in the zoning code.
, Although the primary goal of this study is to enhance the residential
character of the Island, the neighborhood is not opposed to many of
, the existing comnercial and light industrial uses in the Island. However,
it would be to the best advantage of both residential and non-residential
users to:
' 1. Place physical buffers (trees, walls, berms) between incompatible
uses;
2. Segregate similar land use types into specific areas;
, 3. Zone for more appropriate non-residential uses (like neighborhood
commercial) adjacent to residential rather than industrial next
to residential ; and
, 4. Follow the zoning recomnendations demonstrated in Figure 8.
l. BUSH STREET
' The area west of Desoto and north of Clark that is now zoned I-1
should be downzoned to RM-2 to encourage residential development
in the area that is large enough to permit housing construction
' some distance from the railroad property.
2. UPPER PAYNE AVENUE
' In order to encourage comnunity-oriented commercial development,
a zoning change from I-1 (Industrial) and B-3 (General Business)
to B-2 (Comnunity Business) is recomnended for all 6-2 uses on
' Payne Avenue from Bush to south of Minnehaha (excluding those properties
which may be acquired for the Payne Avenue bridge improvements).
This action will result in consistent community business zoning
' for Upper Payne.
In addition, the residential area east of Upper Payne should be
' rezoned from I-1 to RM-2 to preserve the residential uses.
3. PAYNE-OREWRY-BEAUMONT BLOCK
' The northern half of this triangular block (now a parking lot)
should be downzoned from I-1 to B-2.

4. SOUTH END �
The residential area east of Payne and south of Petit should be
rezoned from I-1 to RM-2.
C. DEVELOPMENT OF SPECIFIC SITES I
1. HOUSING '
Several vacant sites present opportunities for new housing development
that would strengthen the residential character of Railroad island. �
This new housing may also stimulate rehabilitation of the existing
properties.
Areas for which housing is recomnended are shown in Figure 9 and ,
are:
a. Infill housing on the Desoto, Otsego, Mt. Ida, and Tedesco
block (the neighborhood is currently reviewing several development ,
plans for Desoto-Otsego and the Lafayette Bluff sites);
b. Lafayette Bluff and "Rivoli Heights" (north of Rivoli and Minnehaha)
(the neighborhood is currently reviewing several development ,
plans for Desoto-Otsego and the Lafayette Bluff sites);
c. Old "Lincoln School" site (because of neighborhood division
on this issue, there should be neighborhood input on any development '
proposal) ;
d. Old "Hopkins Playground" site; and
e. Old "Ray Anderson" site. '
In addition, there are several sites in the Island occupied by
non-residential uses that would be better suited for housing.
Eventually, housing should be built on these sites: ,
a. The southwest corner of Brunson and Hopkins (now occupied by
a trucking company) ; and '
b. The northern half of the Desoto-Brunson-North Street block
(now occupied by a tennis club) .
All new housing should reflect and blend into the existing character ,
of Railroad Island. This indicates that low to medium density
housing and some common-wall townhouses would be appropriate.
The plans should include a mixture of owner-occupied and rental '
units. The majority of this new housing should be priced in a
range that would be affordable to local residents.
All new housing development should provide space for off-street r
parking.

2. PARKS AND RECREATION �
Park space is absolutely essential to an inner city neighborhood
like Railroad Island. There is insufficient open and recreational
space in the island for either the current population, or for the �
future, additional population that the proposed new hou.sing will
bring. In addition to upgrading our existing facilities, it is
important to plan new recreational space. '
The following improvements in recreational space are recommended
(see Figure 10) : '
a. Lafayette Park. Lafayette Park is currently our only "active"
recreational facility. It was designed as a tot-lot, however,
it is used by residents of nearly all ages. The park should ,
be maintained and improved to provide for the recreational
needs of these people.
b. Swede Hollow. The St. Paul Garden Club and the Swede Hollow '
Task Force, working in the interests of Districts 4 and 5 residents,
developed plans to turn Swede Hollow into a comnunity "passive"
park. The plan has three phases. Phase I has already been '
funded (Community Development and other funds) and completed,
and included construction of an access from the Dayton's Bluff
area, paths, parking, and an overlook. Phase II funding has '
been approved and will permit construction of an access route
from the Railroad Island neighborhood during the summer of
1982. (Phase III, if funded, will allow construction of landscaping, �
tree planting, and basin to catch storm water overflow and
surface water. ) This basin will become an attractive pond
and will help lessen erosion problems in the hollow.
c. Several sites along Payne Avenue (see Figure 10) should be '
improved as landscaped areas.
3. COMMERCIAL AND INDUSTRIAL IMPROVEMENTS '
a. As the residential comnunity of Railroad Island rebuilds, there ,
will be increasing need for goods and services of a commercial
area. Therefore, comnercial revitalization along Payne Avenue
from the railroad to Minnehaha is recomnended. Small business
uses in the B-2 zoning category would be appropriate. '
b. Commercial development for the corner lot bounded by Payne
and Drewry is recommended. Because that lot is very close '
to the western entrance of the proposed Swede Hollow Park,
its use should be consistent with a park use. Some examples
of uses are: restaurant, gift shop, specialty shop with sufficient �
parking space for users of Swede Hollow provided on the lot.
During more detailed planning of this site, it may be advantageous
to dead-end Preble at Drewry, thereby leaving Drewry as a walkway
to Swede Hollow. �

c. There are several industrial and comnercial buildings in the
Island that are partly or completely unused, including the '
old "Chenoweth Floral Shop" (563 Payne), old "Vanderbys Creamery"
(506 Kenny), and some on upper Payne between the railroad and
Minnehaha. Hopefully, the pwners, the neighborhood, and the ,
city can work together to develop id�as and financing sources
to conv�rt these buildings to a neighborhood oriented use.
d. Buffers (fences, landscaping, trees) need to be developed where '
, appropriate to separate industrial and residential uses.

CITY-NEIGHBORHOOD COOPERATION
,
The Railroad Island neighborhood has several recomnendations that require '
cooperation between the City of St. Paul and the residents.
1. TMe neighborhood, through its representa�ive organization$, like the '
Payne Minnehaha Conn�nity Council, shquld be �losely involved in the
rev�ew and approval of any development plans in the Island. The city
should provide technical assistance to the East Side Neighborhood Development ,
Company to help it in the development process.
2. The city should continue and intensify its current conmitmen� to housing '
rehabilitation programs, These progrdms should focus on private homes
and owner occupied rental structures. In addition, so� coa�pr�hensive
program for rehabilitatinq rental property should be devised, perhaps �
through the East Side Neighborhood Development Company. Building owners
should be stron�ly e�couraged to participate in the rehab�Iitation
programs.
3. Using the neighborhood organizations, like the East Side Energy Con�any '
and the PMGC, the city should provide property owner�s with information
on weatherization programs and financing sources to meet new state '
law requirements for weatherization.
4. The neighborhood hopes that the city will give special consideration ,
to proposals for public improvements (sewer, p�ving, street lights)
in Railroad� Island.

On September 10, 1982, the Saint Paul Planning Commission voted 14-0
to approve a resolution recommending the adoption of the Railroad
Island Land Use Plan and 40-Acre Study.
As you know, the Railroad Island Land Use Plan is the result of two
years of neighborhood meetings. Tt is intended to become part of
the District 5 General District Plan and thus part of St. Paul 's
Comprehensive Plan. The 40-acre study was requested by the Railroad
Island Land Use Task Force to address some of the land use issues
raised in the Plan. It was initiated by the Planning Commission on
P1ay 14, 1982. It attempts to lessen the number of nonconforminq uses
caused by the 1975 zoning changes and to encou raqe the redevelopment
of the Tsland.

B. SiLDI' INITIATIO� : The Railroad Island ITA committee, ir de�lelcpina a land use plan
for Railroad Island , called for chanoes in ihe present zonino and recommended �o the
Planninq Commission that a 4C Acre Study be undertaken. The Pianning Commission
initiated the Railroad Island �0 Acre Study by resolution on Ma_y l� , 1982.
�. �0 ACRE STUDI': Minnesota Statues Section 462 , j5% , Subd. 5 per�rit� St. Paul to amend
its zoninQ code without obtainine consent petitions when all or the rollo�ti�ino
conditions have been met.

2. The number of Real Estate descriptions a�fected by zonine changes and alterations
renders the obtaining of w ritten consent impractical .

D. FINDINGS:
1 . The survey area is in excess of 40 acres . The boundaries ef the study area are
the railroad tracks north or Bush and west of Rivoii , south of east 7th St. and
running north along the railroad tracks bordering Swede Hollow.
2. A total or 53 reGl estate descriptions are beina proposed for rezoning , thus
making it impractical to obtain written consent.
3. ?he proposed rezonings are the result of careful evaluation by the Railroad
Island Land Use Task Force and have come directly out of the Land Use Plan for
this neighborhood . The plan calls for the rezoning of land uses which are
inconsistent with the current zoning , or have been deemed by �he Task Force as
detrimental to a harmonious mix of irdustrial , cor�nerciai and residential uses.
4. The proposed rezonings relate to the existina land use , transforming many
nonconforming uses to a conforming use status.
5. The District 5 Land Use Plan supports the development of new housing on many
of the vacant sites throughout the neighborhood. The proposed rezonina will
stimulate new development for these sites and also support the rehabilitation
of existing properties.
6. Legal notice of the public hearing scheduled before the ^iannina Commissior
August 27 , 1982, was published on Auaust 6, August 14 , and August 21 , 1982.
In addition to the legally re�uired notice, hearinc notice� an� report briefs

7. The proposed chanqes to the Zoning Code are based on the recor�nendations of
the Railroad Island Identified Treatment Area Land Use Task Force under the
auspices of the District 5 Planning Committee. These proposed rezonings are
being recommended by the Task Force, District 5 Council , and Neighborhood
Planning staff as an amendment to the District 5 General Plan. The District 5
Planning Council reviewed and aparoved the Railroad Island Land Use Plan at
their July 20, 1982 meeting.
8. The proposed rezonings relate to the overall needs of the community as expressed
in Land Use Plan Policy 1 .3-4, which states : The City will continue to support
neighborhood programs and improvements which identify and distinguish neighbor-
hoods and their boundaries , and Policy 4.2-4 , which states : The City will
continue to monitor commercial trands and adjust its land use policies to remain
abreast of changes affecting the character of commercial areas , and adjacent
neighborhoods.

1 . The Committee discussed the testimony delivered at the August 27 Public
Hearing before the Planning Commission of Terrance Stolanski who owns
the autobody repair shop at 694 Payne. The Committee found the proposed
B-3 zoning (f rom I-1 ) appropriate because the auto repair shop conforms
to the zoning code un der B-3 uses and previous uses of the property have
included a motorcycle repair shop and a dry cleanina operation , neither
of which are ?-1 uses. �
2. ?he Committee discussed tne property �t 62E Reaney which i � ov,med by
Gzry Cormican. His property includes 2 icts zoned P-1 and one lot zoned
B-3. The Railroad Island ITA lanc use plar recommends the rezonina o`

RAILROAD ISLAND 40 ACRE STUDY
WHEREAS, the Railroad Island ITA Committee is currently developing a
Land Use Plan for Railroad Island which calls for changes in the
present zoning; and
WHEREAS, the Railroad Island ITA Corrmiittee, on March 25, 1982, requested
the Planning Corronission to conduct a 40 acre study for Railroad Island; and �
WHEREAS, land uses in portions of P,ailroad Island are inconsistent with
existing zoning; and
WHEREP,S , zoning changes mey create and sustain greater COfir1GE110E in tne
Railroad Island nei4hborhood so that rehabilitation and reinvestment will
occur; and r
WHEREAS, the Planning Commission is authorized under Minnesota Statutes
462. 357(5) and the St. Paul Leoislative Code 64. 40Q to initiate a 40 acre

An interim ordinance restricting new development in a portion of Railroad
Island pending compl�tion of studies of possible amendments to the City's
Comprehensive Plan and Zoning regulations, ad�pted pursuant to Minnesota
Statutes 462.355, Subdivision 4,
THE COUNCIL OF THE CITY OF ST. PAUL DO�S ORDAIN:
SECTION 1 .
The Planning Comnission and the Railroad Island ITA Committee have initiated
a study of the adoption of an amendment to the Comprehensive Plan, District Plan,
which study includes Railroad Island. The Planning Corrmission is completing a study
of the existing land uses and zoning clzssifications in Railroad Island for the purpose
ef recorrmendino amendments necessary to the Cit��'s Comprehensive P�an and Zoning
regulations.
SECTION 2.
Pending the completion of the studies and the adoption of necessary amendments
to the City's Comprehensive Plan and Zoninc reoulations, not �o ex,ceed 90 days froT�
the date of this Ordinance, the Building Offici�l is hereby direc�ed not te issue
any buildino permits, other than permits for the repair of, or the alteration o`
presently existing structures, which repairs or alterations do no� change the existinc
use of such structure, for the following described properties ►,�ithin Railroad Island,�
which properties are contained within the area defined by Bush S�reet to the north,
Swede Hollow to the east, East Seventh Street to the south, and the Chicago and North-
we5tern Railroad tracks to the west.
