Section 4. � That section 32.01 of the Saint Paul Legislative Code is hereby further amended by amending subsection (7) as follows: "��� (3� That effective upon the first Tuesday in June 1980, life insurance shall be accorded the Mayor and Council subject to the terms and conditions of provisions concerning life insurance as may be then in effect as regards the bargaining unit known as the Management and Professional Supervisory Employees Organization. " Section 5. That this ordinance shall take effect and be in force thirty (30) days from and after its passage, approval and publication. 2. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1 . That Section 32.01 of the Saint Paul Administrative Code is hereby amended, pursuant to the authority of Laws of Minnesota for 1973, Chapter 691 , by re- numbering subsection 7 thereof from subsection 7 to subsection 8. Section 2. ' / 3 r F REPORT OF THE COMMISSION TO REVIEW CTTY SALARIES Specifically concerning mayoral and council and legislative aides compensation. SAINT PAUL, MINNESOTA Date: Ma.y 10, 1984 _ , ' �= ��-�9� '. Page 1 There are few facets in life that touch a person more personally and more importantly than compensation. What a man, or woman, is paid for his or her labor is always a critical issue. So it was with no small amount of trepida-�ion and personal interest that this committee joined itself to review and recommend salaries for Saint Paul's mayor, council members, and legislative aides. We were fortunate at the start in that considerable staff work had been completed studying current salary scales of mayors and councilper- sons in 22 cities sized comparably to Saint Paul. � In three meetings, we also interviewed the Mayor of Saint Paul, - Councilmen, and several of the legislative aides. Overall, we were im- pressed by their patent honesty, cheerfulness despite their limited wage circumstances, and long hours of work. It seems that the 60-hour work week is far from dead among the elective and appointive group of city officials. We also reviewed various .staff salaries of.the city educational greup, 'I the Saint Paul professional employees and the Ramsey County elective officials, and the Minneapolis elective officals. From early on, it soon becar.ie apparent that no matter which ruler was used (cost of living, comparative-salaries, intrinsic worth, and others) , salaries for Saint Paul's elective officials and appointive aides were, and are, incredibly low. . . � �r����� Page 2 At our first meeting, after reviewing our talks with the Saint Paul officials, our committee in discussions made such remarks as: ". . . .in terms of what is fair and reasonable, the pay _ is inadequate," ". . . .the main thing is to get the salarie� bacic to reality." ". . . .council salaries are now so low that you couldn't even buy a house in Saint Paul with that level of income." �The committee agreed that salaries should be adequate. But what was adequate? One committee member summed it up best by saying, "The salary should ' be adequate enough that no one is denied taking the job." A Among our early decisions, the Committee agreed: ---to consider the mayor's salary first; ---to consider the value of a job, and not merely a percentage increase of some base figure; and ---to recommend a specific figure for each job con- sidered, and not just a salary range. Therefore, we, the COMMISSION TO REVIEW SAINT PAUL CITY SALARIES, after three open and thoughtful meetings, do unanimously recommend: 1. That the Mayor of Saint Paul be paid a compensation of $60,000 annually, to begin January 1, 1986. 2. That the Councilpersons of Saint Paul be paid a compensation of ,$35,500 annually, to begin January 1, 1986. . , , ���--�9� �� Page 3 3. That Council legislative aides to paid a compensa- tion of 90� of a Saint Paul councilperson's salary, without regard to any prior "step" or "grade" level, so that one simple figure is used without diminua- tion or addition from the 90 percent Ievel. We conclude with observations that the Commission feels subordinates should not be paid equal to or above their bosses, and that the Council should review and address the elective official salary question yearly.
