THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That the Civil Service Rules be amended by adding to Sectioa 34 immediately following 34.L the following: "34.M The position of Administrative Assistant--Police Department is placed in the Unclassified Service of the City of St. Paul. Section 2. "34.N Minimum qualifications for Administrative Assistant--Police Department shall be: College graduation and four years' experience in administrative management (approved qualifying experience may be substituted for education.) Section 3. This Ordinance shall take effect and be in force 30 days from and after its passage, approval and publication. This neca subsection �:ill specify premium pay for employees who are assigned to perform. duties normally per- forned by trained court reporters. H�ARINGS The Civil Service Commission scheduled a hearing regarding the service rating of KaChleen Kirby during her last probationary report as a Custodian-Eagineer I for the Saint Paul Public Schools. This hearing was set for 9:00 a.m, on Tuesday, Dfarch 13, 1984, in the Personnel Office Conference Room, 265 City Hall and Court House. Ttie Commission scheduled a hearing regarding the protest by Jeffrey Pluff of the Dupli- cating Equipment Operator examiaation which was held on January 7, 1984. This hearing was set for 9:00 a.m. on Wednesday, P4a.rch 14, 1984, in the Personnel Office Conference Roon, 265 City Hall and Court House. LETTERS �he Commission reviewed a letter from Jerry Serfling, Business Agent, AFSCr�, Council ��14, concerning the Clerk IV examination. The Commission by a vote of 2 to 0 (�ir. Besaw abstained) directed the Director of Personnel to inform Mr. Serfling that the Personnel Office would continue with the examination that has been posted for Clerk IV. The Com- nission felt that employees should be paid for the level of work they are doing and shouldn't be faced with losing their positions because they have been reallocated.. The Coamission pointed out that this had been done in the past and is in accordance with the Civil Service Rules. �� -3- The Corsaission reviewed a letter from Mark W. Gehan, Jr. , Attorney, concerning the status of Timothy McCarty, a police officer applicant. The Commission directed the Director of Personnel to inform Mr. Gehan that the information available fron Dr. J.D. I�elson, of the St. Paul Ramsey Medical Center, indicates that Mr. McCarty, when wearing contact lenses, can comply with the vision requirements for police work. This will be noted on his records. The Commission felt there was no need for an additional hearing at this time. The Cor�ission reviewed a letter from Stanley Mosio, Attorney, requesting another hearing for Janes N. Kichler, Police Officer. The Commission, after discussion, wrote a letter of explanatioa to Mr. Mosio and informed him that they found no support for modification. of their determination nor for the establishment of a new hearing. The Co�nission reviewed a letter from Charles Harding concerning his son's ([Jalter Harding) application for the position of Fire i�iarshal. A letter asknowledging his concern regarding the testing procedures for Civil Service positions was prepared and signed by the Chairman.
