It is further found and declared that the exis ence of such conditions, factors or characteristics adversely affect pub ic health and safety and lead to the continuation, extension and aggravat on of urban blight. It is further found that adequate protection of blic health, safety and welfare therefore requires the establishment and nforcement of minimum housing standards. Section 3 Section 33.05(4) of the Saint Paul Legislative Code is amend d to read as follows: (4) Existing buildings. Within a reasonable time as fixed y a written order of the division of housing and building code enfo ement, every building except groups R-3 and M occupancies heretofore erec d shall have a certificate of occupancy issued by the division and sted on the premises. Before such certificate can be issued, such buildings shall be inspected by the division and found to conform to the requi ements of the building code at the time of construction or at the time of conversion to its present use and to the provisions of the Saint Paui Leg slative Code� except that eneray efficiencv standards in rental dwellings and multiple dwellinqs shall be enforced on complaint only. No buil ing which is required to have a certificate of occupancy shall continue o be occupied without such certificate after the time fixed above has elap ed. Section 4 This ordinance shall take effect thirty days after its pas age, approval and publication; or on October 1 , 1986; whichever is later.
