THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section l . That section 329.01 , subdivision 2 , of the Saint Paul Legis- lative Code be amended to read as follows: Subd. 2. Installers license. No person shall install or engage in the business of installing any automatic electrical or mechanical device or attachment to any telephone, telephone line , radio or radio signal that uses any taped or pre-recorded message or other signal to report any fire, medical emergency, or any other emergency ei�ther directly or indirectly to the depart- ment of fire and safety services without a license. This provision shall not apply to any person licensed by the State of Minnesota pursuant to Minn. Stat. section 326.2421 . Section 2. This ordinance shall take effect and be in force thirty days from and after its passage , approval and publication. (Purpose/ Rationale) : The 1985 State Legislature has provided in Chapter 6, Special Laws, for the licensing of certain alarm installers and prohibits the City from licensing or regulating them. The attached amendment (proposed) to Section 329.01 , Subdivision 2, would exempt from City licensing requirements the alarm installers licensed by the State. It would also bring our ordinance into compliance with Minnesota Statutes, Section 326.2421 .
