THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section l . ` That section 376. 15, subdivision l , is hereby amended to read as follows : Subdivision l . Fares. No person, firm or corporation owning, operating or controlling any motor vehicle operated and licensed as a taxicab shall charge any other rate except as herein provided: (1) The rate of fare for taxicabs operating within the � city of Saint Paul shall be no more than as follows : ��=�A $1 . 25 for the first one-eighth mile or fraction thereof, with ten cents for each additional one- � e�e�er3�k twelfth mile or fraction thereof. Rates must be posted on the outside right and left rear doors of the taxicab. (2) No greater or lesser fare for the operation of such taxicabs , as described, shall be charged by the operators thereof. (3) No extra fare shall be charged by the owner or operators of such taxicabs for additional passengers. Section 2. In response to their request, the City Council. asked tha� the License and Permit Division do a study and to report back with a recommendation. Attached is the completed staff analysis, as well as Mr. Carchedi's recommendations. I concur with Mr. Carchedi's suggestion that the rate issue be deferred until September in coordination with the City's budget process. • In fact, I su�gest that we review the r.ates annually (each Budget/ September) when the expenditure figures are available. Finally, tliere is a need to immediately update the insurance r.equirement limits ba.sed on c«rrent common and usual minimum levels of coverage. Note that the average income for each St. Paul cab ride is higher than the national average but 37 lower than the Minnesota a�erage. When comgared to Minneapolis, St. Paul taxicab income is 27 higher. Given these slight variations, the data is not overwhelmingly supportive of a rate increase. The other area you requested I review is insurance requirements. Specifically, would insurance requirements of $100,000/$300,000 limitations increase insurance premiums for St. Paul cab drivers. In researching this issue we discovered that over 757 of the cab drivers in St. Paul already carry insurance limits at these amounts as these amounts are required by the Metropolitan Airports Commission (see attached memo) . Thus, increasing our insurance requirements would appear to have minimal, � if any, impact on the cost of taxicab operations. The average number of miles per cab ride is based on St. Paul data and the cost of operation is based on national data compiled by the International Taxicab Association. These were the only available figures in these two areas. You requested that I confirm the date of the last rate increase for Minneapolis. I called Jim Morgan, Executive Director of the Minneapolis Taxicab Owners Association, who stated September 1980 was the date of the last increase. ' I also spoke with Bob Janasek, St. Paul Town Taxi, who stated that the last actual increase in rates for St. Paul was slated to go into effect in April of 1983, but because of the slow summer most taxicab companies didn't actuaZly raise their rates until approximately August of 1983. I talked to Janet Odalen of the License & Permit Division. Guilfoile FROM: Tom �dinzenburg 1� DAT�: March 5, 1987 RE: Taxicab Insurance Costs I spoke with riike Ryan of Northern Underwriters (338-8818) about the cost of insurance for taxicab drivers. Northern Underwriters apparently is the insurance company used by many (all?) City of Minneapolis cab drivers/companies. He provided me with the following rltes for coverage of 100-300-25 (Minneapolis requirements) . Minneapolis Driver St. Paul Driver Clean Driving Record $4,200 $3,895 . 1 Ticket (107 Increase) $4,620 $4,285 2-4 Tickets (357> Increase) $5,670 $5,258 5-6 Tickets (35y Increase) $7, 140 $6,622 . He also mentioned that last year's rates (clean record) were $3,077 for hlinneapolis, $2,644 for St. Paul, and that it was in the teens the year before that. Mike also explained to me that very few St. Paul cab drivers woul.d be carrying our lower minimums (25-SO-5) . This is because the Metropolitan Airport Commission requires the higher levels of coverage by everyone wl�o wants to provide taxi service to and from the airport. Mike estimated that 757 or more of St. Paul cab drivers �choose to drive to the airport, �nd thus carry the higher levels of insurance. I called a St. Paul cab company (Citywide Cab Company) to verify this. The manager explained tl�at all of their drivers provide service to the airport and carry the higher insurance coverage. He estimated the. average cost of insurance for his drivers was around $4,500--which is in line with the figures given to me by Mike. As you can ��ee, raising our limits to the Minneapolis levels would probably only affect a small percentage of St. Paul cab drivers. Mike did give me a wild guess of $3,000 insurance premium for a cab driver with our present minimums. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That the first paragraph of Section 376.06 of the Saint Paul Legislative Code be and is hereby amended to read as follows: 376.06. Insurance and bond requirements. No such license shall be issued for the operation of any public vehicle on any public street or highway in said city until the applicant shall obtain a policy of liability insurance in an insurance company authorized to do business under the laws of the state of Minnesota, or a personal bond with at least two sureties, or a surety _ company bond.
