The applicant's parcel is used for outdoor truck storage and display. The parcel to the west� zoned I-1, has been purchased and the intent is to expand the operation onto that parcel. 2. As defined in Section 60.212 for more than one parcel to be developed as a unit, the zoning district of all parcels must be the same. 3. It is the intent of the I-1 industrial district to accommodate wholesale and warehouse activities, and industrial operations whose external, physical effects are restricted to the area of the district and in no manner affect the surrounding districts in a detrimental way. Trucking facilities are a permitted use in the I-1 zone. 4. An obscuring fence is a required condition for outdoor storage areas according to Zoning Code Section 60.613(1), however, since the use is already established on this property it is considered a nonconforming condition. If, however, the use changes on this property an obscuring fence for outdoor storage would be required. 5. The District 11 Plan supports rezoning of I-2 properties to I-1 in this area because the district believes "that, at some future date, development of heavy industrial uses would be incompatable with the existing industries in the area." The Comprehensive Plan industrial land use policy objective encourages the maintenance of industrial land and the efficient use of the land. The rezoning would create a more logical parcel and allow for more efficient development of two under-utilized parcels. 7. Rezoning this property would be a logical extension of the I-1 zone on the northwest side of University Avenue. In addition� Transfer Road to the east and the railroad tracks to the north provide a natural break between the I-1 and the I-2 zone.
