An ordinance amending Chapter 86 of the Saint
Paul Administrative Code entitled "Signing of
Contracts , Deeds , Bonds , Checks" by adding a
new section thereto to provide for tne signa-
ture of the director of the Department of
Human Rights on all contracts in an amount of
°550, 000. 00 or more.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1 .
That sections 86.06 , 86 . 07 , 86 . 08 and 86. 09 of the Saint
Paul Administrative Code be renumbered as sections 86.07 ,
86 . 08 , 86 .09 and 86 . 10 respec�tively.
Section 2.
That there is hereby created a new section 86. 06 of the
Saint Paul Administrative Code to read as follows :
"86.06. Director of department of human rights;
affirmative action compliance. All contracts on
behalf of the City of Saint Paul or its Board of
Vu'ater Commissioners in the amount of �50, 000. 00 or
more shall be executed by the director oF ��he Department
of Human Rights whose signature snall constitute
a�� afiirmation -thaz tne ;7erson or en�ity contracted
��ait:� is in compl�ance wii.n a�;�licable affirmative
ac�tion goals and �olici�s . "
Section 3.
That �chis orc.in�nce snall take effect and be in force thir�y
( 30) days after i-�s passage , approval and publication.

Dear President Scheibel and Members of the City Council:
I have chosen today to leave unsigned, Ordinance No. 17605 ,
which provides for the signature of the Director of
Human Rights on all contracts in an amount of $50,000 or
more. Although I fully support the intent and purpose of this
ordinance, I am concerned that considerable staff work remains .
to be done on the procedures that will make it operative.
All City departments have expressed to me their support .of the
ordinance but have also expressed varying levels of concern
that once enacted, it might unnecessarily delay the execution
of contracts . The Department of Finance and Management
Services particularly, is concerned that the mechanics of the
ordinance have not yet been completely worked out with the
Office of Human Rights.
Therefore, I have asked the City staff to begin working on
these details immediately to ensure that the provisions of the
ordinance fit smoothly into the City' s present contract
procedures . I believe that the completion of this unfinished
work is critical to the administrative success of this
ordinance.
