GEORGE LAT[MER (612) 298-4323 MAYOR RECEIVED November 9 , 1988 NOV 14 1988 CITY CLFK Council President James Scheibel and Members of the City Council Seventh Floor City Hall Saint Paul , Minnesota 55102 Dear President Scheibel and Members of the City Council: I have chosen today to leave unsigned, Ordinance No. 17605 , which provides for the signature of the Director of Human Rights on all contracts in an amount of $50,000 or more. Although I fully support the intent and purpose of this ordinance, I am concerned that considerable staff work remains . to be done on the procedures that will make it operative. All City departments have expressed to me their support .of the ordinance but have also expressed varying levels of concern that once enacted, it might unnecessarily delay the execution of contracts . The Department of Finance and Management Services particularly, is concerned that the mechanics of the ordinance have not yet been completely worked out with the Office of Human Rights. Therefore, I have asked the City staff to begin working on these details immediately to ensure that the provisions of the ordinance fit smoothly into the City' s present contract procedures . I believe that the completion of this unfinished work is critical to the administrative success of this ordinance.
