THE COUNCIL OF THE CITY OF AINT PAUL DOES ORDAIN:
Section l .
That section 87.07 , s bdivision 1 , of the Saint Paul Legis-
lative Code pertaining t the Water Code of Regulations is
hereby amended so as to rea as follo��as :
Subdivision 1 .
(1 ) One-and two-fam' ly dwelling units. The water
u��iliiy will , without expense to the owner, in the
case of one- and t o-fanlily dwelling units , make
all necessary repairs and maintenance to that part
of the street servi e connec-tion installed by the
utility.
(2) Replacement of undersized lead street service
connections. i�Jhen 't e water utility determines that
a lead service conne tion which supplies a one or
i,wo family c:v�elling is undersized in that an inadequate
volume of water is eing delivered to the property
because of the restr ' ctive diameter of the service
pipe, the water utili y will replace the lead street
service connection at no cost to the property owner
provided that the pr perty owner shall at his/her
own expense first repla e that nortion of the undersized
lead pipe from the pr perty line to the water meter.

WHER�AS. A Water Utillty staff s�udy reca�mends that the Board ot Water
Canmisslonera i�plement a progra to repince undersized lead street service
connectiona supplying one a�d tw fa�ily dweliings at no cost to the property
owner provided that the property o ner haa �tirst replaced undersiaeQ lead plping
between the property line and the ater meter; and
WNEREAS, The 6eneral ManAger, Thom s D. Mogren, has reviewed the s�atf atudy and
Mr. Mogren concurs w�th the staff ecaaAendation; �nd
WNEREAS, Coordination of a progr for replacement of undersized lead water
service connsctians wjth the Ci y of Saint Paul Cv�bined Sewer Separation
Program and Residential Street Pa ing Program will result in signif�cant cost
savings and minimize disruptlon of newly paved streets; now, '�herefore, be it
RESOLVED, That the Board of water cxr�aissioners her�by approves establishment of
a progr� for r�place�ent of u dersized lead water service connections as
recc�aaaend�d by Water Utility staff and the 8oard hereby authorizes �nd approve�
the amending of Section 87.07 of the Saint Pau1 Legislative Code; a��d, be it
further
RESOLYED, That the City Council i reques�ed to concur and adopt the attached
proposed ordinance, plac�ng into effect thia a�endment to the Saint Pdu]
