An Ordinance amending the Civil Service Rules
by establishing the classification of Council
Fiscal Policy Director in the unclassified
service.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: �
Section 1.
That Section 34 of the Civil Service Rules of the City of Saint Paul be
and the same is hereby amended by adding new subsection 34W to read as
follows:
"34W. The following position is hereby placed in the
unclassified service of the City of Saint Paul:
Council Fiscal Policy Director"
Section 2.
This ordinance shall take effect and be in force thirty (30) days after its
passage, approval, and publication.

COUNCIL FISCAL POLICY DIRECTOR
DESCRIPTION OF WORK
General Statement of Duties: Performs highly responsible work
analyzing, initiating, coordinating, and evaluating the City's fiscal policies
for the City Council; and performs administrative and other support duties as
required for the Legislative Branch.
Supervision Received: Works under the general direct�on of the City
Council Presiclent, and reports to the full Council and its committees as
directed.
Supervision Exercised: Exercises administrative and technical
supervision over assigned staff in the management of contracts for special
pro�ects.
TYPICAL DUTIES PERFORMED
The listed examples may not include all the duties performed by all positions
in this class.
Analyzes fiscal policy recommendations proposed by the Mayor and identifies
possible alternatives for the Council's consideration.

Analyzes the �fe�e+��. Proposed Budget and identifies financing, spending, and
performance plan options for Council consideration.
Assists the Council in budget hearings with City departments and the required
Public Hearings before budget adoption.
Assists the Council`, in analysis of the fiscal impacnt of requested and pending

Assists Council committees, upon request, in the analysis of the fiscal impact
of proposed changes in City programs.

Analyzes quarterly Performance Exception Reports prepared by the Executive
Branch and identifies significant issues for the Council's information.
Analyzes revenue bonding proposals and identifies alternatives for the Council's
consideration.
Represents the Council at meetings/teleconferences with bond rating agencies

whenever a Council member cannot attend.
Analyzes financing proposals -b�-t�re-i�a}ex for major capital
programs.
Monitors the Capital Improvement Budget Process and keeps the Council apprized
of controversial neighborhood development issues.
Monitors and analyzes the changes in State laws relating to �Sroperty taxes,
local government aid, and special laws for the City, in order to provide current
information to the �Council for policy makir��..
Assists in developing strategies for negotiating franchise agreements for
utilities which use City property.
KNOWLEDGE, SKILLS AND ABILITIES
Expert knowledge of public finance methods, prudent fiscal practices and related
standards.
Expert knowledge of tdse City of Saint Paul's budget and its accounting system.
Considerable knowledge of Saint Paul's Charter, Legislative Code, and
Admini'strative Code.
Considerable skill in determining priorities and in organizing and delegating
work.
Considerable skill in effectively working with individuals who have conflicting
opinions and interest on controversial matters of significant public interest.
Considerable ability to analyze technical, complicated financial matters and
prepare responsible, objective options for consideration by elected officials.
Considerable ability to translate complicated financial matters into
understandable decision making packages.
Considerable ability to co�unicate clearly and concisely, both orally and in
writing.
MINIMUM QUALIFICATIONS
A Bachelor's Degree in Public Administration, Business Administration, or
Accounting and five years of professional experience in governmental budget
administration, financial administration or accounting administration, at least
three years of which must have been in a managerial capacity. Equivalent
experience may be substituted for the educational requirement on a one year of
experience for one year of education basis.
