WHEREAS the C itical Incident Response Team (CIRT) of the Saint Paul Police Department
is conducting tolerance and stress training.
WHEREAS this raining is of such a nature that it will be monitored by crisis intervention
personnel.
WHEREAS the c isis intervention personnel will report on both thenegative and the
positive occu �rences and how they affect the officers from the beginning to the end
of the traini g day. The crisis intervention personnel will inform the officers how
they can view �changes in themselves and others, and what the officers can do to
counteract th stress that they encounter.
• WHEREAS this raining will take place in the City of Saint Paul on April 10 and 11 , 1991.
Be it ordered 'that the City of Saint Paul pay for the expenses of the CIRT members,
including a b eakfast, as part of this training. Monies will be administered to
Lieutenant Jo eph Polski for meal expenses. Cost not to exceed $200.00.

The Saint Paul Po ice Department' s Critical Incident Response Team is undergoing stress and
tolerance trainin with the help of crisis intervention personnel. This training is
necessary on an o going basis as there is a turnover of personnel on the team every year.
This training con ists of identification of both the positive and negative aspects of
stress. Critical to this type of training is a debriefing held by the crisis intervention
personnel, to be iven at a breakfast in a suitable environment. Approval of this
Administrative Or er will enable the team to fulfill this training.
VANTAGES IF APPROVED:
Officers will rec gnize how stress during an extended critical situation will affect
them and their fe low team members. They will also learn methods to deal with this stress.
