WHEREAS, the Council of the City of Saint Paul previousfy found that the aforementioned
residential area did not have sufficient off-street parking to accommodate residential parking needs
as wel{ as parking needs of non-residents who use non-residential facilities in the area that lack
sufficent off-street parking; and
WHEREAS, the Council of the City of Saint Paul now finds that students of the University of
St. Thomas, who reside in Area #5 away from campus and who have purchased Area 5 parking
permits, have made it a practice to park their vehicles in Area #5 near the campus while accessing
buildings focated on the campus; and that such a practice has hindered residential parking near
the University of St. Thomas; and
WHEREAS, permit parking was adopted by the Council of the City of Saint Paul in order to
provide for adequate and unfettered residential parking, as well as to protect residents from
negative issues associated with student and commuter parking; now
THERE�ORE, BE IT RESOLVED, that the foilowing regulations shall be imposed on the St.
Thomas Permit Parking Area #5 to correct probiems of residents who have been negaiively
impacted by students who use their Area #5 permits to park near campus while accessing
buildings on campus:
The University of St. Thomas Permit Parking Area #5 shall be divided into 10 new areas,
Areas 15 through 24, according to the attached drawing, and that use of Area 5 permits
shall be suspended.
2. Regulations requiring the use of a Visitor Permit on the block bearing the address
shown on the Visitor per it or the adjacent cross street shall be revised so that a
Visitor with a vali�r��E�ay park on the block (both sides of the street where
permitted) regardless of area borderlines, as well as on either cross street (within 1
block of the former street) regardless of area borderlines.

3. That permit parking regulations shall not be enforced in Areas 15 through 24 during officiafly- `69
declared Snow Emergencies. qg �
BE IT FURTHER RESOLVED, that the effective date of thls resolution and these parking
regulations shall be September 1, 1998.

Some residents complain that St. Thomas students park all day in front of complainants' homes;
however, this is legal because students from the northeast corner of Permit Parking Area 5 use the
permit to park their cars in the southwest quadrant of Area 5(Area 5 is comprised of over 100 block
faces) to access specific buildings on the college campus. Students drive rather than walk to get
around the campus. Therefore, residents want to divide Area 5 into 10 separate permit areas to
prevent student abuse of permit parking privileges.
ADVANTAGESIFAPPROVED:
Residents in 3 locations within Area 5 will no longer find student permit parkers from different regions of
Area 5 parking legally, all day, in front of residents' homes.
DISADVANTAGES IF APPROVED:
Some residents in Area 5 who used to park across the street from their homes will no longer be able to
