ADMINISTRATIVE ORDER, Consistent with the authority granted to the Mayor in Section 10.07.4 of
the City Charter and based on the request of the Director of the Department of Police to amend the
1991 budget of the Police-Special Projects fund (436), the Director of the Department of Finance
and Management Services is authorized to amend said budget in the following manner:

WHEREAS, Council File #90-2299, adopted 12-27-90, created an "Early Retirement Incentive Program" for
retirement eligible sworn officers in the Police Department to avoid layoffs and demotions due to
downsizing in the management ranks, and
WHEREAS, eight officers took advantage of the offer preventing all layoffs and resulting in only two
(rather than eight demotions), and
RESOLVED, this administrative order provides spending authority in Police Special Projects Fund
$436, financed with fund balances as agreed to during Council 1991 budget deliberations.

The budget reductions in 1990 and the projected fiscal difficulties in the 1991 budget
cycle require the City to reduce its cost of operation.
ANTAGES IF APPROVED:
The attached Early Retirement Incentive Program will help the City balance its budget,
facilitate reinstatement of employees who are subject to demotion and ease the
transition from employment to retirement.
DISADVANTAGES IF APPROVED:
None.
