WHEREAS, the Division of Public Health has requested the City Council to hold
public hearings to consider the ad isability and necessity of ordering the repair or wrecking
and removal of a two story, wood rame, condemned, deteriorated, boarded, abandoned,
single�family residential structure 1 ated on property hereinafter refened to as the "Subject
Property" and commonly known as 2 Aurora Avenue. This property is legally described
as follows, to wit:
Lot 1, Block 1, Butterfield Syn 'cate Addition No. 1 . .
WHEREAS, based upon the records i the Ramsey County Recorder's Office and
information obtained by the Division of P lic Health on or before September 3, 1991, the
following are the now known interested or sponsible parties for the Subject Property: Israel
Bravo, 39 Winnipeg Avenue, St. Paul, MN 5117; Ramsey County Property Taxation, C/O
Beatrice Backer, 15 Kellogg Blvd. W., Room 138, St. Paul, MN 55102; Minnesota
Department of Revenue, c/o Kim Zarbinski, llection Enforcement Unit, 10 River Park
Plaza, 6th Floor, St. Paul, MN 55107; Intern Revenue Service, 316 North Robert Street,
Room 385, St. Paul, MN 55101.
WHEREAS, the Division of Public Health as served in accordance with the
provisions of Chapter 45 of the Saint Paul Legislati e Code an order identified as an "Order
to Abate Nuisance Building(s)" dated August 29, 19 which is attached and incorporated as
part of this Resolution; and
WHEREAS, the order informed the then known ' terested or responsible parties that
the house located on the Subject Property is a nuisance b ilding(s) pursuant to Sections
45.02, Subd.,8 and a nuisance pursuant to Chapter 45.03 ubd. 7; and

WHEREAS, this order informed the interested or re�onsible parties that they must
either repair or demolish the structure located on the Subject`'���roperty by September 29,
1991; and

WHEREAS, the enforcement officer has posted a placard on the Subject Property
declaring this building(s) to constitute a nuisance condition, subje�t to demolition; and
WHEREAS, this nuisance condition has not been conected and the Division of Public
Health has requested that the City Clerk schedule �ublic hearings before the Neighborhood
Services Committee of the City Council and the Saint Paul City Council; and

WHEREAS, the interested and responsible parties have been served notice in
accordance with the provisions of Chapter 45 of the Saint Paul Legislative Code, of the time,
date, place and purpose of theses public hearings; and
WHEREAS, a hearing was held before the Neighborhood Services Committee of the
Saint Paul City Council on Wednesday, December 18, 1991 to hear testimony and evidence,
and after receiving testimony and evidence, made the recommendation to approve the request
by the Division of Public Health to order the interested or responsible parties to make the
Subject Property safe and not de 'mental to the public peace, health, safety and welfare and
remove its blighting influence on e community by rehabilitating this structure in accordance
with all applicable codes and ordin ces, Qr in the alternative by demolishing and removing
the structure in accordance with all plicable codes and ordinances. The rehabilitation or
demolition of the structure to be com leted within thirty (30) days of the date of the
publication of this resolution; and
WHEREAS, a hearing was held fore the Saint Paul City Council on Thursday,
December 19, 1991 and all testimony an evidence including the action taken by the
Neighborhood Services Committee was sidered by the Council; and
NOW THEREFORE, BE IT RESO VED, that based upon all of the testimony and
evidence presented at the above referenced blic hearings, the Saint Paul City Council
hereby adopts the following Findings and Or r concerning the Subject Property at 622
Aurora Avenue:
1. That the building(s) located on the Subject Property comprise a nuisance
condition as defined in Saint Paul gislative Code, Chapter 45.02 Subd.8.
2. That the costs of demolition and remo al of this building(s) is estimated to
exceed three thousand dollars ($3,000. ).
3. That there now exists and has existed mul ' le Housing or Building code
violations at the Subject Property.

4. That an Order to Abate Nuisance Building(s) w�s sent to the then known
responsible parties to correct the deficiencies or to.demolish and remove the
building(s).
5. That the deficiencies causing this nuisance condition have not been conected.
6. That the Division of Public Health has posted a placard on the Subject
Property which declares it to be a nuisance condition subject to demolition.
7. That this building has been routinely monitored by the Vacant/Nuisance
Buildings Code Enforcement Program.
8. That the known interested parties and owners are as previously stated in this
resolution and that they have been properly served notice of the public
hearings.

The Saint Paul City Council hereby makes the following order:
1. The above referenced interested or responsible parties shall make the Subject
Property safe and not detrimental to the public peace, health, safety and
. welfaze and remove its blighting influence on the community by rehabilitating
this structure and conecting all deficiencies as prescribed in the above
referenced Order to Abate Nuisance Building(s) in accordance with all
applicable codes and ordinances, Q in the altemative by demolishing and '
removing the structure in accordance with all applicable codes and ordinances.
The rehabilitation or demolition and removal of the structure must be
completed withi� thirty (30) days of the c�ate of the publication of this
resolution. t
2. If the above conective act� n is not completed within this period of dme the
City of Saint'Paul, Division of Public Health is hereby authorized to take
whatever steps are necessary o demolish and remove this structure and fill the
site and chazge the costs incu ed against the Subject Property pursuant to the
pravisions of Section 45.08 of e Saint Paul Legislative Code.
3. In the event the building is to be emolished and removed by the City of Saint
Paul, all personal property or fixt es of any kind which shall unreasonably
interfere with the demolitior� and re oval sha11 be removed from the building
by the responsible parties by the en of this time period. If the personal
property is not removed, the City of�aint Paul shall remove and dispose of
such property and fixtures as is provid�d by law.
4. IT IS FURTHER ORDERED, that a cogy of this resolution be mailed to the
last known address of the owners and inte?rested parties in accordance with
Section 45.11, Subd.6 of the Saint Paul I.�gislative Code.

residential structure.

Dear Sir or Madam:
The Division of Public Health has determined that the above noted building is an abandoned
building, which Chapter 45 of the Saint Paul Legislative Code defines as:
any building or portion of a building which has stood with an incomplete exterior
shell for longer than three (3) years or any building or portion thereof which has
stood unoccupied for longer than one (1) year and which meets one or more of the
following criteria;
(a) unsecured, or
(b) boarded, or
(c) having multiple exterior Housing Code or Building Code violations, or
(d) placarded as "Unfit for Human Habitation" pursuant to Chapter 34 of the Saint
Paul Legislative Code."
The ordinance further states that an abandoned building is a nuisance and it may be ordered
to be demolished and removed by the City.
NOTICE: If you do not want to have the City begin action to have the building
demolished and removed, then the attached list of deficiencies must be repaired or you
must demolish and remove the building on or before �eptember 29. 1991.

If you are unable to finance the correction or rehabilitation of the premises to comply with
this order, there are state and local rehabilitation programs for which you may qualify.
Information about these programs is available from the Department of Planning and
Economic Development, Rehabilitation Section at (612) 228-3105. Ask to speak to a loan
officer.
If you sell, transfer or convey, in any manner, the ownership or responsibility for this
property, you must within seven ('n days of such action, provide the Division of Public
Health with the names and addresses of any new owners or responsible parties.
You must also notify any new owners or responsible parties of this pending action by
the Division of Public Health.
Any repair or demolition must be completed in accordance will all applicable laws.
If the rehabilita.tion work is not completed or if you have not demolished and removed the
building by the above date, the Division of Public Health will refer this matter to the City
Council to receive authority to have the building demolished and removed. All costs
incurred in wrecking and removing the building will be charged against the real estate as a
special assessment to be collected in the same manner as taxes. The City Council will
schedule public hearings to consider the necessity and advisability of ordering the building
repaired or demolished and removed. If public hearings become necessary, you will be
notified of the times and dates of the hearings and you will be allowed to present evidence to
the City CounciL
A copy of this order will be kept on file in the City Clerk's Office and a Resolution
declaring this property to be a nuisance shall be on file in the Ramsey County Recorder's
Office. Compliance with the attached list of deficiencies will remove your building from the
list of abandoned buildings but it does not mean that the building complies will all applicable
Housing and Building Codes.
The date for compliance with these orders shall not be extended unless you receive written
approval from the Division of Public Health.
If you wish to have the City demolish and remove your building, you may do so by
requesting a consent form be sent to you from our office, to sign and return to the Division
of Public Health. However, please be aware that all owners and interested parties must sign
a Consent to Raze form before the City can demolish and remove the building without a City
Council order. Also be aware that the cost of the demolition, if performed by the City,
would become a special assessment against the property.

All repairs and new installations must be made in accordance with the appropriate codes.
Permits must be obtained where changes and/or additions to an electrical system require
upgrading of the service size to current National Electrical Code (N.E.C.) requirements.
Some plumbing repairs may necessitate updating of the fixtures and/or piping involved. A
permit is required for any repair or new installation. Permits may be obtained from the
Building Inspection and Design Division, Room 445, City Hall.
REMEDIAL ACTION
The below list of de�ciencies is not necessarily all the deficiencies present in the above
referenced property. As first remedial action, a Code Compliance Inspection must be
obtained from the Building Inspection and Design Division, Room 445, City Hall,
identifying all necessary repairs.
Exterior
1. The front stairway lacks handrail and the rear stairway is improperly installed and
lacks handrail.
2. The foun�iation contains cracks that are visible throughout the entire house.
3. The basement windows are boarded.
4. There is missing aluminum siding on the south side of the house.
5. The front door has broken glass.
6. The windows on the first floor are covered with plastic and boards and several of the
screens are cut up.
7. The floor boards on the porches and decks are loose with peeling paint.
8. The rear porch has missing storms and screens, the aluminum siding has been
removed the wood underneath is rotted and deteriorated. The rear porch shows signs
of sagging from side of house to the end of the roof line.
9. The front porch balusters have peeling paint. The front porch support columns are
pulling away from the house and the wood is badly weathered.
10. The chimney needs tuckpointing.

NOTICE OF CONDEMNATION
AND ORDER TO VACATE
AS UNFIT FOR HUMAN HABITATION

Dear Property Owner:
The Division of Public Health, Housing Code Enforcement Section of the City of Saint Paul,
Minnesota has determined that the dwelling and premises at 622 Aurora Avenue is "Unfit for
Human Habitation". In accordance with Saint Paul Legisla�ive Code, Chapter 34, Section
19, the premises will be placarded on August 29, 1991 and ordered vacated no later than
August 29, 1991.
Yeur attention is called to the following provisions of Section 34.19,�Subsections E and F
entitled, "Vacation of Condemned and Placarded Dwellings":
"Any dwelling or multiple dwelling which has been condemned and
placarded Unfit for Human Habitation by the enforcement of�cer shall be
vacated within a reasonable time as required by the enforcement officer, -
and it shall be unlawful for any owner or aperator to let to any person for
human habitation said dwelling, multiple dwelling or dwelling unit; and no
person shall occupy said dwelling or multiple dwelling unit which has been
condemned and placarded by the enforcement officer after the date set
forth in the placard of condemnation."
THIS DWELLING SHALL NOT AGAIN BE USED FOR HUMAN HABITATION UNTII.
WRITTEN APPROVAL IS SECURED FROM THE DIVISION OF PUBLIC HEALTH,
HOUSING CODE ENFORCEMENT SECTION.

Authorization to reoccupy this/these dwelling unit(s) will not be given until it is demonstrated
that these violations have been corrected, and that this/these dwelling(s) have been made to
comply with all applicable provisions of the Housing Code and all other applicable existing
laws.
All repairs and new installations must be made in accordance with the appropriate codes.
Permit information may be obtained from the Building Inspection and Design Division,
Room 445 City Hall, 298-4212.
Appeals information may be obtained by calling 292-7775.
It is the responsibility of the property owner to keep all buildings secured, and to properly
maintain the premises at all times.

Dear Mr. Bravo:
We are extending the compliance date which was on the Abandoned Building Notice which
was issued to you and dated August 29, 1991. lfiis letter is your official notice of the
extension. Please be aware that the repairs stated in the Abandoned Building Notice must be
complied with. Only the deadline for compliance is being change to November 13, 1991.
NOTE: If you have not completed the repairs to the structure by November 13, 1991, the
Division of Public Health may request a public hearing before the City Council to obtain
permission to raze the structure.
