91-2279 ��.:: � �1������1 ��lr�� �,..�„A �!1 Council File # ���.�t��� �9 Green Sheet $` ���� RESOLUTION CITY OF SAIN AUL, MI SOT � J Presented By Referred Committee: Date 1 WHEREAS, the State of Minnesota owns a significant amount of property within the City of 2 Saint Paul; and 3 4 WHEREAS, the City performs a range of services that are of value to state-owned buildings 5 and to state employees who work in state buildings, such as police, �ire and public works; and 6 7 WHEREAS, the State of Minnesota is exempt from paying property taxes which are used to 8 funds these important services; and 9 10 WHEREAS, the state has generally not paid services charges for ongoing activities that are 11 normally paid by private owners and other owners of tax-exempt property; and 12 13 WHEREAS, research has shown that City expenditures resulting from the lack of 14 reimbursement places an unreasonable burden on the City of Saint Paul; and 15 16 WHEREAS, the State of Wisconsin established a program called "Payment for Municipal 17 Services" in 1973 that provides a mechanism for municipalities to be reimbursed by the State for 18 services they provide to state-owned properties; and 19 20 WHEREAS, the example of Wisconsin shows the feasibility of implementing such a solution 21 on a statewide basis; and 22 23 WHEREAS, the City's budget is stretched even further because services must be provided to 24 other tax-exempt properties such as educational institutions and hospitals; and 25 26 WHEREAS, these facilities are valuable to the community, and their tax-exempt status is 27 justified but places an unwananted burden on cities; 28 29 NOW, THEREFORE, BE IT RESOLVED, that the City of Saint Paul encourages the State 30 legislature to establish a program to reimburse municipalities for services provided to state facilities 31 following the Wisconsin model; and be it 32 C�i`�����I,��. ���z.��y � . 2 � FURTHER RESOLVED, that such a program should (1) ensure that state agencies pay 3 service charges for which they are billed, and (2) allow cities to receive compensation for services 4 such as police, �re, and public works, which also benefit the state; and be it 5 6 FINALLY RESOLVED, that Saint Paul supports state legislation to adjust local aid formulas 7 to compensate cities for services provided to other tax-exempt properties that provide state- 8 recognized essential services such as non-profit educational and health care facilities.
