WHEREAS, in 1991 the City of Saint Paul reconstructed East Shore Drive from
Arlington Avenue to a poirrt approximately 120 feet north of center line Larpenteur
Avenue under City project number 91=P-1052B, and
WHEREAS, this project involves the reconstruction of East Shore Drive (County State
Aid Highway 62) and Larpenteur Avenue (County State Aid Highway 30) outside Saint
Paul limits, a cost participation agreement is required for payment to be made by
Ramsey County to the City of Saint Paul for the County's cost share of the project, and
WHEREAS, Ramsey County Agreement number 91020 has been prepared by
Ramsey County which provides for a �payment of $19,390.09�iy ttie County to the City
for the County's share of construction costs on the above City project, and
WHEREAS, this agreement has been reviewed by the appropriate staff from the
Department of Public Works and they find the agreement acceptable, now, therefore
BE IT RESOLVED, that the Council of the City of Saint Paul approves Ramsey County
Agreement number 91020 and hereby authorizes and directs the proper City officials
to execute said agreement.

RAMSEY COUNTY AGREEMENT 91020
CITY OF ST. PAUL AGREEMENT
An agreement for County participation in the reconstruction of
East Shore Drive at Larpenteur Avenue.
THIS AGREEMENT, by and between the County of Ramsey, a
political subdivision of the State of Minnesota, hereinafter
referred to as the "County" , and the City of St. Paul , a
municipal corporation of the State of Minnesota, hereinafter
referred to as the "City" ;
WHEREAS, the City proposes to reconstruct the intersection
of East Shore Drive (County State Aid Highway 62 ) and
Larpenteur Avenue (County State Aid Highway 30 ) beyond the City
limits as part of the East Shore Drive Project 91-P-1052B; and
WHEREAS, County participation in County roads within the
City is covered by separate provisions; and
WHEREAS� County cost participation policy as adopted by
County Board Resolution 89-1272 identifies the County cost
participation in County road improvemer�ts.
NOW, THEREFORE, IT IS HEREBY MUTUALLY AGREED AS FOLLOWS:
1 . The City shall prepare plans, take bids, award a
contract and supervise the construction.
2 . Upon completion of the construction, the County
shall inspect the roadway. Upon County
acceptance, maintenance and operation of the
newly reconstructed roadway shall be performed
as provided under existing agreements for the
present roadway.
3 . Upon receipt of an invoice, abstract of bids,
and copy of the contract awarded, the County
shall pay to the City $19, 390 . 09 as its total
participation in the reconstruction. The
participating units of work, as identified in
cost participation policy and contract prices
based on low bid, are itemized in the attached
Exhibit A.
