Each of these positions is responsible for the administration and supervision of a distinct technical unit within the division requiring different knowledge and technical skills. However, they are very similar in the amount of responsibility they have for determining procedures for their unit and supervising subordinate staff. The primary difference among the four classes is the type of education required and the number of years of experience necessary to supervise their area of technical expertise. Whilc the Computer Operations Supervisor requires less experience than the EDP Systems and Programming Supervisor and the EDP Technical Services Supervisor classes� the audited position eurrently requires the same amount of discretion and responsibility for providing services to many City departments. Compared with the Computer Services Manager classification� the audited position also supervises the operation of computer systems and the unit staff� analyzes and corrects hardware and software problems, and researches and determines computer equipment needs. While the Computer Services Manager is responsible for the system operation for the Department of Public Works� the Computer Operations Supervisor manages the City's Computer Center affecting systems users � from many departments. Issue. Opportunity: This action is the result of a study requested by Citywide Information Services to determine if their position of Computer Operations Supervisor was properly classified and compensated. The study revealed that this position, which was formerly responsible for supervising data entry operators, is now responsible for managing the City's Computer Operations Center. Based upon the increased knowledge, experience and supervisory authority of the audited position, it was determined that this classification should be upgraded from grade 13 to grade 20 of the professional supervisory standard ranges. Software falls into several categories. Application software (e.g. , word processing or the Payroll System) ; System software (e.q. , Disk Operating System (DOS) or Norton Utilities) ; Communications software (e.g. , ProComm) ; Database software (e.g. , Oracle) . EDP Systems Analysts are specialists who design and create application software. Typically they are no more familiar with other categories of software than necessary. The Computer Operations Supervisor must be knowledgeable about system software and communications software. The Computer Operations Supervisor manages system f software programmers, computer operators, EDP aides and data entry operators. Systems Analysts normally do not supervise these types of personnel; an EDP Systems Analyst II is not a supervisory position at all. The Computer Operations Supervisor also manages vendors and supply/maintenance contracts of various sorts, monitors and addresses computer capacity issues, and is responsible for the functioninq of the $500,000 Computer Center and its appurtenances. These are also duties not normally part of an EDP Systems Analyst's role. Makinq whole the EDP Systems Arialyst II and giving her operations-related duties would likely create a new class specif ication. Education costs for the individual in new disciplines would be on the order of $10, 000 in travel and training, plus extensive on-the-job training. It would be a year or more before she were fully effective in that role, given its complexity. Success in the role without training is unlikely. Carryinq out the new combination of duties in two widely separated physical locations would present potentially significant difficulties, especially for supervision of staff. The cost of converting the EDP Systems Analyst to full- time is approximately $15,000. . 2. The Fiaance Department [to] provide a written report ot what the impact vould be both within the department and city- wide it some of the dutfas of this position were split up or eliminated. We have no alternatives to offer regarding splitting up the duties. The CIS Manager is too remote to take them on and already has a full load with the 17 individuals reporting to him. Duties already have been delegated to the lone Senior Computer Operator to the degree possible within that classification description. Eliminating duties would require returning to a level of complexity and responsibility similar to that of about 1988. To do that would require abandoning computer operations support for systems and capabilities which have been built since then. We know of no practical or desirable way to accomplish that. The decision which led to responsibilities at this level occurred in 1981 when the City determined to establish its own data processing capability and facility. The reasons for the separation were cost and control. The cost issue is demonstrated in the accompanying graph. The q� -��� control issue related to the differing needs and priorities of the City compared to the County. The City began separatinq from Ramsey County Data Processing in 1982, with the first central computer purchase, and began building over a ten-year period sophisticated computer processing capability and expertise. I believe that resolution was to address the following: I. Study higher paid comparable classes�as well as the under compensated classes before a resolution recommending a classification upgrade is brought before the City Council. 2. Rationally analyze the situation before recommending an upgrade by ° providing evidence that it is better to upgrade the class and cut funds elsewhere than to cut the duties of the class and thus avoid the upgrade. 3. Demonstrate where funds will come from to pay for the upgrade by identifying specific activities to be cut. Regarding the study of higher paid comparable classes before an upgrade comes before the City Council� comparisons with higher paid classes are made as part of the general compensation study procedures. In assigning point levels for the different compensable factors� factor level comparisons are made with both higher compensated and lower compensated classes in order to assure the reasonableness of the point assignment. However, if you are suggesting that before upgradings are brought before the City Council higher paid classes with similar job evaluation points that are used for comparison purposes should be studied in order to further �ustify the grade assignment or assure that such classes are also appropriately compensated, then all other classes with a similar range of points would have to be studied. For example� in the case of the Computer Operations Supervisor compensation study, the position allocated to that class was assigned 2540 points. Under the City's compensation system, classes of positions with job evaluation points ranging from approximately 2500 to 2600 points are assigned to a compensation level equivalent to Supervisory grade 20. Such assignments are made without � regsrd to the gender dominance of positions within the class. If a study found that any of those classes were 'either over compensated or under compensated� then, according to the proposed policy, additional studies would need to be conducted in order to �ustify any resulting compensation recommendation. A potential result could b� that all 600 City classes affecting approximately 3�000 positions would end up being studied in order to justify one new grade assignment. In the recent Finance� Management and Personnel Committee presentation regarding the Computer Operations Supervisor upgrading a comparison with the male dominated Computer Services Manager class was used as an example of a wage disparity as defined in the State Pay Equity Act. It had a similar amount of job evaluation points as the Computer Operations Supervisor but it was compensated at a higher zate. However, any other male dominated class with similar job evaluation points could have been used for comparison purposes if it was compensated at a higher rate than the female dominated Computer Operations Supervisor class. For example� Citizen Service YrogzBm Manager� Accountant IV, Conservatory Supervisor, Economic Development Specialist IV and Forestry Manager are all male dominated classes. They are all assigned �ob evaluation points similar to those assigned Computer Operations Supervisor and all are compensated at a higher rate. In July of 1991 the Mayor instituted a policy that addresses the second item in your request (see the attached memo dated July 10, 1991) . Additionally, the Acting Personnel Director has recently issued a policy notice (see the attached memo dated April 2, 1992) that also addres�es your request. Subsequently, future reports accompanying resolutions recommending any upgrades for female dominated classes will contain a summary of the alternatives explored and an analysis of the reasoning behind why an upgrade is the best alternative. As to the issue of identifying funding sources and specific activity cuts to pay for upgradings� green sheet iaformation accompanying resolutions regarding upgrades will� in the future, contsin such information in detail. It should be noted that most of the resolutions regarding upgradings or the creation of new classes that have appeared before the City Council in recent weeks are the result of studies that were initiated prior to the reclassification and regrading policy discussions that have been taking place at the Finance� Management and Personnel Committee meetings since late 1991. Action dates associated with this request were: August 27 Personnel approve the report on the position. �" August 28 20-day notice issued. September 30 Report and recommendation referred to Council. December 3 lst reading and refenal to Finance, Management and Personnel Committee. The appropriate grade for the position of Computer Operations Supervisor is an issue important to the management structure of the CIS Division.
