WHEREAS, the Minnesota Department of Transportation (MnDOT) has prepared
prelimanary plans numbered S.P. 6283-148 showing the geometric layout for the
construction of an additional westbound lane on I-94 between Mounds Boulevard and
Johnson Parkway; and
WHEREAS, this lane would encourage drivers to use the Daytons Bluff neighborhood as
a short cut to downtown; and
WHEREAS, increased freeway traffic diverted into the neighborhood will increase
congestion, increase noise, decrease neighborhood safety, decrease residential property
values, and undermine the community efforts to revitalize the area; and
WHEREAS, MnDOT was requested to develop a proposal that converted the westbound
exit at Mounds Boulevard to a standard "T" intersection with a stop such as is at White
Bear Avenue and most other exits;
THEREFORE, BE IT RESOLVED that the St. Paul City Council requests MnDOT to draft
plans that reduce traffic and lower the speed on Mounds Boulevard; and
BE IT FURTHER RESOLVED that the Mounds Boulevard west exit shall be a ramp with
a "T" intersection, and that the number of lanes east of Mounds Boulevard shall not
exceed the number of lanes west of Mounds Boulevard (3) so traffic is not forced onto
the exit, or exits, at high speeds;
FINALLY, BE IT RESOLVED that signage be placed on I-94 east of Mounds Boulevard
designating 6th Street as the "Downtown Exit" and identifing Mounds Boulevard as the
Mounds Boulevard exit--not the Kellogg Boulevard exit.
