' �-9'/-�/�'� � AYD MILL ROAD BRIEFING PAPER Background When the portion of south I-35E in Saint Paul was designed, the decision of whether to connect it to Ayd Mill Road was postponed for further study. The issue resurfaced shortly after I-35E opened and the traffic demand to get from I-35E to the midway area and north was demonstrated. As a result of neighborhood complaints, a study was initiated to define the present and potential problems and recommend a course of action. The study examined current and historical traffic volumes, congestion, accidents, travel patterns, air and noise quality, and implementation issues. Five alternatives with variations were studied. Issue � The task force, after many months of study, acknowledged the nature and magnitude of the traffic-associated problems throughout the study area and agreed that to do nothing is unacceptable. They felt further study, including and Environmental Impact Statement should be done, and received concurrence from the City Council. Legislation was introduced last session to provide funding for a connection of Ayd Mill Road to I-35E on the south. s�int Paul would support this legislation provided an amendment was added calling for a state-funded Environmental Impact 5tatement and prohibiting any action until the EIS is completed.
