A conservative estimate of 50, 000 uninsured adults and children live in Saint Paul and suburban Ramsey County. A key fact is that Saint Paul and Ramsey County contribute almost $4 million tax dollars annually to provide subsidized health care for uninsured/underinsured people without access to low cost services. Access to basic preventative health care is essential to reducing the costly impact of serious health problems. For example, the $110, 000 bill of two respirator-dependent children resulting from two cases of ineasles could have provided measles vaccine to 3 , 142 children. Issue Saint Paul tax levy dollars and federal CDBG funds are currently contributing more than $500, 000 annually to the operation of community clinics. With the passage of state health care legislation, the City would be �able to reduce or eliminate its expenditures in this area while resting assured that citizens will receive the preventative medical care they need. :� Last year, several different proposals were presented at the Legislature. At the end of the session the Legislature passed a health care access bill that was vetoed by Governor Carlson. Representative Ogren and other DFL leaders will very likely be pushing again for a health care access program.
