Green Sheet # RE LUTION ITY OF S , MINN SOTA � Presented By Referred To Committee: Date 1 2 3 A RESOLUT'ION CONCERNING LEGISLATIVE SUPPORT FOR 4 THE CTTY'S "CAPTTAL CI'TY" TOURISM INITIATIVE 5 6 7 WHEREAS, the Saint Paul City Council, in cooperation with the Mayor's office and other civic 8 organizations and community leaders, has recently adopted the Capital City Tourism Initiative; and 9 10 WHEREAS, the Council has worked cooperatively with civic groups including, but not limited to, 11 the Neighborhood District Councils and Business Associations, Labor officials and organizations, the 12 St. Paul Convention and Visitor's Bureau, the St. Paul Area Chamber of Commerce, the Downtown 13 Council, the St. Paul Civic Center Authority, the St. Paul Heritage Preservation Commission, 14 various St. Paul arts and cultural organizations, the Minnesota Historical Society, the Minnesota 15 Restaurants Association, and the St. Paul Hospitality Association; and 16 17 WHEREAS, the "Capital City" Tourism Initiative calls for, among other things, development and 18 promotion of a "Cliltural Corridor" or "C�ltural District" in St. Paul which would include cultural 19 facilities and tourism attractions such as the St. Paul Civic Center, the Ordway Theater, the 20 Minnesota Museum of Art, the Science Museum of Minnesota, the Cafesjian Carousel, the World 21 Theater, the Children's Museum, the L,andmark Center, the State Capitol, the new Minnesota 22 Historical Society Center, the J.J. Hill Museum, the F. Scott Fitzgerald home, and the Alexander 23 Ramsey House; and 24 25 WHEREAS, it is the purpose of the "Capital City" Tourism Initiative in general, and specifically the 26 portion of the Initiative that addresses the development of a "G�ltural Corridor" or "C�ltural 27 District" to encourage the development and prosperity of cultural related businesses, retail, stores, 28 hotels, restaurants, and other service related businesses, to increase St. Paul's economic growth and 29 property tax base; and 30 ORr������ ������ 1 � 2 � WHEREAS, the State Legislature has authorized the development of other historical and cultural 3 districts, including the St. Anthony Falls Heritage Preservation District in Minneapolis, and has 4 supported this development with grants designated for the initial planning and development of these 5 districts; 6 7 NOW, THEREFORE, BE IT RESOLVED, that the City supports State legislation creating a S "Cultural Tourism/Historical Preservation" District which includes the historically and culturally 9 significant entities described above and granting funds for the initial planning of the District. Many of _ these are in and around the Downtown District. They include attractions such as the St. Paul Civic Center, the Ordway Theater, the Minnesota Museum of Art, the Science Museum of Minnesota, the Cafesjian Carousel, the World Theater, the Children's Museum, the Landmark Center, the State Capitol, the new Minnesota Historical Society Center, the J.J. Hill Museum, the F. Scott Fitzgerald home, and the Alexander Ramsey House. These entities are in close proximity to each other, creating a natural historical and cultural district. Issue Although the locations of these entities create a natural "corridor" there has been very little coordinated promotion. The attractions all do their own promotion, much of which duplicates work being done by other attractions. The creation of a State recognized "Cultural Corridor" will help spur cooperation. It will also help identify the area as a destination for tourists from across the State and the region.
