WHEREAS, the State continues to pass laws which mandat that local governments
provide services without allocating additional funds to co er the cost of complying with
these laws; and
WHEREAS, these State actions cause serious fiscal roblems and make the delivery of
essential services difficult for the City; and
WHEREAS, these unplanned actions by the State nterfere with local government's
ability to develop sound fiscal atrategies due to he uncertainty of the cost of new
mandates; and
WHEREAs, the Minnesota Legislature enacte a statute that requires local
governments to hold a presidential primary i the spring of 1992; and
WHEREAS, the Minnesota League of Citi Board has recommended that their full
membership adopt a policy to pursue State unding of the costs of operating a
presidential primary on behalf of local vernments; and
WHEREAS, the cost of administerin the 1992 presidential primary in Saint Paul is
anticipated to be $96,500.
NOW, THEREFORE, BE IT RESOLVED that the City of Saint Paul supports the allocation
of State or political party funds o pay for all local government costs associated with
a presidential primary; and
BE IT FINALLY RESOLVED, t t the City of Saint Paul supports the adoption of cost-
saving measures for conductin the primary at the local level.

BRIEFING PAPER
BACKGROUND
During the 1990 Minnesota Legislative session, a bill was adopted
that required local governments hold a presidential primary. No
funding was allocated to offset the costs local governments will
incur.
The Minnesota League of Cities Board has recommended that their
full membership ratify a policy to seek Legislative action to
fund costs to local governments for the presidential primary.
In addition, the Association of Minnesota Counties is also
considering adopting a similar position.
Issue
This law is another example of an unfunded State Mandate. The
1992 Spring Presidential Primary is anticipated to cost Saint
Paul taxpayers $96, 500. This does not include costs incurred by
the Ramsey County Election Office. No State or political party
funds have been allocated to local governments.
Recommendation
The City of Saint Paul supports efforts to secure State or
political party funding for the presidential primary and the City
of Saint Paul supports the adoption of cost-saving measures for
conducting the primary.
