WHEREAS, Metropolitan State University is an important educational resource to the
entire metropolitan area, the people of Saint Paul and the East Metro region; and
WHEREAS, Metro State has earned a reputation as an institution that provides a
quality, affordable education; and
WHEREAS, since 1986, enrollment at Metro State University has nearly doubled; and
NOW, THEREFORE, BE IT RESOLVED, that the City of Saint Paul supports two priorities
of the State University Board' s bonding request for 1992 for Metro State at the Dayton' s
Bluff site; one project would acquire a one acre strip of land (estimated at $650,000)
from the Saint Paul Port Authority, the other would allocate $120,000 for planning the
rehabilitation of buildings A and C.

Backaround
Metropolitan State University is an important educational
resource to the entire metropolitan area, the people of
Saint Paul and the East Metro region. Founded in 1971 as the
seventh member of the State University System, the school has
earned a growing reputation as an institution that provides a
quality, affordable education. To facilitate the school 's
continued development, the State Legislature earmarked funds in
1988 for the purchase of land in Dayton's Bluff where
Metro State's administrative and student centers would be
established.
Issue
Among the top ten priorities in the State University Board's 1992
bonding request are two projects for developing Metro State's
facilities in Saint Paul. One is the acquisition of a one acre
strip of land along Dayton' s Bluff (estimated at $650, 000) from
the Saint Paul Port Authority. The other would allocate $120,000
for planning the rehabilitation of buildings A and C at the
Dayton's Bluff site.
Recommendation
The City of Saint Paul supports the State University Board's
bonding request for the continued development of Metropolitan
State University facilities in the City.

3 WHEREAS, the State continues to pass laws which mandate that 1oca1 governments provide
4 services allocating additional funds to cover the cost of complying with these laws; and
5
6 WHEREAS, these State actions cause serious fiscal problems and make the delivery of essential
7 services difficult for the City; and
8
9 WHEREAS, these unplanned actions by the State interfere with local government's ability to
10 develop sound �scal strategies due to the uncertainty of the cost of new mandates; and
11
12 WHEREAS, the Minnesota Legislature enacted a statute that requires local governments to hold a
13 presidential primary in the spring of 1992; and
14
15 WHEREAS, the Minnesota League of Cities Board has recommended that their full membership
16 adopt a policy of opposition to the presidential primary if State funding is not allocated to cover the
17 costs of operating the primary; and
18
19 WHEREAS, the cost of administering the 1992 presidential primary in Saint Paul is anticipated to
20 be $96,500;
21
22 WHEREAS, there will be consideration during the 1992 Legislative session of repealing or delaying
23 the presidential primary law;
24
25 NOW, THEREFORE, BE IT RESOLVED, that if the Legislature does not repeal the presidential
26 primary during the 1992 the City of Saint Paul opposes the mandated presidential primary if no
27 State funds are allocated to cover all local government costs associated with a presidential primary.
