WfiEREAS, traffic accidents in the City of Saint Paul in 1990 resulted in 17
deaths, 2,795 personal injuries and more than $18 million in property damage; and
WHEREAS, vehicles driven in excess of the speed limit are a leading cause of
traffic accidents; and
WHEREAS, estimates show that the revenue generated by a photo radar enforcement
program would, at the very least, cover the costs of such a system; and
WHEREAS, in other states and countries where photo radar has been used, there has
been a dramatic reduction in fatal and personal injury accidents;
NOW, THEREFORE, BE IT RESOLVED, that the City of Saint Paul supports legislation
to assist implementation of photo radar by municipalities.

Speeds of city streets continue to increase to unsafe levels and cities,
including St. Paul, so not have the funding necessary to enforce traffic
laws using traditional methods.

PHOTO-COP
BRIEFING PAPER
Background
Photo-Cop is a traffic monitoring device which uses a radar to
measure the speed of cars driving by it. When a vehicle is found
to be driving in excess of the posted speed limit, Photo-Cop
takes a picture of the vehicle and its driver. A speeding ticket
is then sent to the owner of the vehicle.
Issue
Rising crime rates have forced the Saint Paul Police Department
to direct limited resources away from traffic safety enforcement
to other priorities. However, fatalities and personal injuries
from traffic accidents remain a serious concern. The
implementation of Photo-Cop would provide a cost effective way of
enforcing traffic safety laws.
The police department estimates that such a device could catch as
many as eighteen times the number of speeders a regular traffic
officer could tag. Based on these forecasts, it is anticipated
that photo-radar would pay for itself. Moreover, statistical
data from other cities which use Photo-Cop indicates a
correlation between the implementation of the photo-radar device
and a reduction in accidents over the long term.
In order to make Photo-Cop effective the police department needs
to be able to verify that Photo-Cop photos match the drivers
license photos of vehicle owners. Without this, Photo-Cop
tickets would be contested by numerous offenders. Under current
law, however, the police cannot access drivers license
photographs because they are considered private data. A
statutory change may therefore be needed to make the program as
successful as it has been in other cities.
Recommendation
The City of Saint Paul supports legislation that would assist
implementation of photo radar enforcement by municipalities.
