WHEREAS, the State legislature in 1989 passed legislation
authorizing an experimental court in Ramsey and Hennepin County
which would focus on housing problems; and
WHEREAS, the Housing Court pilot program was authorized for
three years; and
WHEREAS, last session the legislature approved funding for
the entire biennium even though the program was authorized for
only one year of the biennium; and
WHEREAB, this program has been an effective means of dealing
with housing disputes.
NOW, THEREFORE, BE IT RESOLVED, that the City of Saint Paul
supports continuation of the Ramsey County Housing Court.

BRIEFING PAPER
Background
The State legislature in 1989 passed legislation authorizing an
experimental court in Ramsey and Hennepin County which would focus
on housing problems. The Housing Court in Ramsey County started
January 1990. Interested City officials and neighborhood groups
have monitored the Housing Court's activities and impact upon the
housing problems of Saint Paul. The consensus amongst the City
officials and neighborhood groups appears to endorse the idea of
establishing a permanent Housing Court.
The legislation in Chapter 328, Art. 2, Sec. 17 of the Laws of
Minnesota for 1989 only provides for a three year pilot project.
At the end of three years, a report must be made to the legislature
by January 1, 1992 . There are no provisions authorizing
continuance of the Housing Court nor funding for its personnel.
Issue
Last session the legislature approved funding for the Housing Court
for the entire biennium even though the proaram was onlv authorized
for one vear of the biennium. This session, an effort must be made
to get the program authorized for a longer term. Prospects for
success are fairly good since the program has been well received
and the funding is already in place.
Recommendation
The City of Saint Paul should support the re-authorization of the
Housing Court Program.
