The Housing Court in Ramsey County started January 1990. Interested City officials and neighborhood groups have monitored the Housing Court's activities and impact upon the housing problems of Saint Paul. The consensus amongst the City officials and neighborhood groups appears to endorse the idea of establishing a permanent Housing Court. The legislation in Chapter 328, Art. 2, Sec. 17 of the Laws of Minnesota for 1989 only provides for a three year pilot project. At the end of three years, a report must be made to the legislature by January 1, 1992 . There are no provisions authorizing continuance of the Housing Court nor funding for its personnel. Issue Last session the legislature approved funding for the Housing Court for the entire biennium even though the proaram was onlv authorized for one vear of the biennium. This session, an effort must be made to get the program authorized for a longer term. Prospects for success are fairly good since the program has been well received and the funding is already in place.
