WHEREAS, 1 1/2C of the State sales tax and Motor Vehicle Excise Tax (MVET) , plus
1/2C local option sales tax and MVET is currently statutorily dedicated to the Local
Government Trust Fund (LGTF) . The LGTF provides aid to local governments for property
tax relief; and
WHEREAS, current law may not totally protect the LGTF revenues; and
WHEREAS, there have been proposals from the Carlson administration to use more of
the 2C LGTF pot for other State general fund needs; and
WHEREAS, long-term dedication of the LGTF is essential for maintaining continued
property tax relief and ensuring a basic level of essential services in all communities;
and
WHEREAS, the security of the LGTF can be solidified through a constitutional
amendment that dedicates its revenues to local government for property tax relief.
NOW, THEREFORE, BE IT RESOLVED, that the City of Saint Paul support passage of. a
constitutional amendment by the Minnesota Legislature to dedicate 2� of sales tax/MVET
revenue to the Local Government Trust Fund; and
BE IT FURTHER RESOLVED, that a constitutional amendment provide that the trust fund
be used only for non-school property tax relief programs; and
BE IT FINALLY RESOLVED, that a constitutional amendment assure a stable and growing
source of revenue to local government for property tax relief that cannot be eroded by
the payment of other programs from the trust fund.

property tax relief programs, there is no guarantee that this will
continue.

The City will work to ensure that a portion of the revenue collected with
the State sales tax and MVET will always be used for local property tax
relief programs.

None.

discontinued and that the revenue collected with the State sales tax and
