The Council of the City of Saint Paui has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

Pro ect:
The project is bounded by Larpenteur, Dale, Maryland, and Fisk
Street. Construction of a storm sewer, sanitary sewer, sewer
connections and reconnections, street improvements, and a roadway
lighting system. (See attached vicinity and location map. )
Initiating Action:
The pro�ect is part of the City of St. Paul Combined Sewer
Separation Pro�ect.
Existing Conditions:
Many of the streets within the project area have an oiled roadway
surface with no curb. The driving surfaces are fair to poor and
roadway widths vary because of lack of curb.
Some of the streets within the pro�ect area have curb. However,
attempts made to salvage old curb when reconstructing rosd
surfaces have been unsuccessful in �the past; therefore, we are
proposing to remove existing curb and construct new curb and
gutter on oiled streets. -
Many of the streets have existing boulevard trees. All efforts
will be made to protect the trees during construction and
boulevard grading.
However, eleven ( 11 ) existing trees fall within the proposed curb
and gutter or pipe route, and have been recommended for removal
by the City Forestry Department to facilitate construction.
Twelve ( 12 ) trees will be salvaged by the City Forestry
Department and at five ( 5 ) locations, the curb will be hand
formed around the tree to protect the bases. All tree conflicts
have been reviewed and approved by the City Forestry Department.
The tree locations and actions are summarized on the following
table.

Storm sewer construction and restoration in kind is proposed for
the following streets:
o Wheelock ( St. Albans to Maywood)
o Dale (California to Iowa)
o Alley East of Grotto between Larpenteur and California
o St. Albans (Cottage to Parkview)
Typical street section for reconstructed streets will consist of
a 32 foot wide roadway, although some streets will be 30 and 28
feet� City normal standard is 32 feet. Since streets in this
area are primarily residential in use and to protect boulevard
trees, some 30 and 28 foot streets are proposed.
Trees will be planted in the boulevard and easement areas, as
needed to reforest the area as part of the City's ongoing
reforestation efforts.
Existing power poles will be relocated as necessary to
accommodate roadway widths.
Lighting will be new energy efficient sodium vapor lantern style.

All driveway apron� will be reconetructed with concrete, and a
new outwalk will be constructed for each home.
Alte='nates:
To do nothing would be �.nconsistent with the City's commitment to
improve existing oiled streets, and to separate the combined
sewers. Constructing sewers without street improvements has not
been effective in the past, in that the existing oiled streets
are not capable of withstanding the construction activity
necessary to construct the sewers, and merely restore the trench
areas. Improving the roadways in con�unction with sewer
construction will save time, money and inconvenience later.
Positive Benefits:
With the completion of the City's sewer pro�ect, the chance of
sewer backups into basements and surface flooding will be
reduced, and after rainleader disconnections, sewer backups into
basements will be eliminated. General improvement of the public
right-of-way in con�unction with street construction and lighting
improvements will enhance and add quality to the neighborhood.
Street oiling �ould be eliminated on new bituminous roadways.
Adverse Effects:
Normal problems associated with construction, such as noise, dust
and general disruption will be present.
Grotto Avenue and Arlington Avenue will be closed to through
traffic during construction.
Temporary parking bans and street closures on remaining streets
will be imposed during various stages of the construction.
However, local access will be provided as often as construction
permits. Continuous access will be provided to emergency
vehicles.
Eleven ( 11 ) existing boulevard trees need to be removed and
twelve ( 12) existing trees need to be relocated to facilitate
roadway and sewer construction.
Partial costs of street, lighting and storm sewer improvement
costs will be assessed to abutting property owners.
Time Schedule:
This project has been identified for 1992 construction.

� Recommendations:
This segment of the City's combined sewer separation will expand
the opportunity to simultaneously improve roadway surfaces.
The coordination of these efforts will result in long-term
: savings through economies of scale while minimizing the
. disturbances to which would be associated with individual
subsequent construction.
The Department of Public Works feels that this is a necessary,
timely and worthwhile pro�ect, and the engineering recommendation
is for approval of the order.
