5 WHEREAS, according to the Department of Public Service, Minne ot could achieve significant
6 reduction in its energy demands; and (��

8 WHEREAS, energy efficiency, conservation, and the use of cl$�' enewable energ,y resources must
9 be promoted to meet increased energy demands; and ��(�

11 WHEREAS, Saint Paul was selected, together wrth Mi �ap is, to participate in an International
12 Urban Carbon Dioxide Reduction Project through whi�b Cities have stated their goal of
13 reducing 1% of carbon dioxide emissions each year unti 10, or a total of 19% reduction of
14 emissions by 2010; and
15
16 WHEREAS, to achieve a part of this 19% reduction oal both cities will be working together and
17 with the public and private sectors, including North States Power Company, to implement a
18 variety of energy conservation measures suc as e ouraging the use of energy efficient lighting,
19 equipment, and appliances in residential an o ercial settings; and
20
21 WHEREAS, Minnesota State agencies co sidering additional regulations that would give
22 utilities greater flexibility in investing�q ro ote energy conservation; and

24 WHEREAS, the Northern State er ompany (NSP) is proposing to temporarily store spent
25 radioactive fuel on-site at its Prai\'e nd nuclear generating plant near Red Wing, Minnesota,
26 until the federal government ev 1 p a permanent storage facility; and

28 WHEREAS, current use of u 1 power results in highly radioactive waste that will have to be
29 isolated from human contact 10,000 years; and
30
31 WHEREAS, after ma y ea of searching, the federal government has not yet sighted a permanent
32 storage site for radi a 'v aste; and
33
34 WHEREAS, the Minn ota Public Interest Research Group (MPIRG) has been working with
35 students on college c puses in St. Paul and other environmental groups in regards to the NSP
36 proposal and has re ested that the St. Paul City Council state its position conceming energy
37 conservation; and

39 WHEREAS, IRG has surveyed students at colleges in St. Paul and found that they favor
40 controlling demand for electricity and relying on energy efficiency, conservation, and clean
41 renewables to meet Minnesota's future energy needs;

43 NOW, THEREFORE, BE TT RESOLVED, that the City Council of Saint Paul supports
44 implementing programs and strategies to promote energy efficiency, conservation, and the use of

1 , clean renewable resources to produce electricity to meet the City's goal of reducing carbon dio�de
2 emissions within St. Paul and Minneapolis by 19% by 2010; and be it

4 FURTHER RESOLVED, that the City Council encourages the residents and businesses of Saint
5 Paul to implement energy efficiency, conservation, and the use of clean renewable resources
6 wherever possible; and be it

8 FLTRTHER RESOLVED, that the City of Saint Paul urges the Minnesota Public Utilities
9 Commission to adopt the necessary changes in State utility regulations to allow utilities to receive a
10 higher rate of retum on their investment in energy conservation programs than they currently
11 receive for investment in expanding plant capacity; and be it
12
13 FURTHER RESOLVED, that the Saint Paul City Council strongly urges the United States
14 Department of Energy to take prompt action in meeting its mandated nuclear waste storage
15 obligations; and be it
16
17 FURTHER RESOLVED, that the Saint Paul City Council requests that the Public Utilities
18 Commission (PUC) thoroughly review cunent energy reduction and conservation trends as stated in
19 this resolution and NSP's proposed future investments in energy conservation under new PUC
20 regulations refened to above, prior to issuing any permits for above ground storage casks for spent
21 radioactive fuel; and be it
22
23 FURTHER RESOLVED, that if the PUC determines after such a review that there is a need for
24 above ground storage casks for spent radioactive fuel, that a per�it for a limited number of such
25 casks should be issued; and be it
26
27 FINALLY RESOLVED, that such a review of need should be completed prior to the issuance of
28 any further permits for additional storage capacity.

implemented.

expansion that may prove excessive.
