thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fuliy considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-describec� improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

Construct a storm sewer system, water and sewer service connections and
reconnections, street improvements and upgrade an e�dsting lighting system in the
Mississipppi River Boulevard Watershed. This area ia bounded bq Fairview,
Janaes, Brimhall and Ford Parkway.
EXISTIl�TG CONDITIONS:
The project area is presently served by a combined sewer system. Durii�g periods of
rainfall, storm water and sanitary sewage are combined. Light rainfall, combined
with sanitary sewage, will be directed to the sewage treatment plant where the
storm water will be unnecessarily treated. Moderate to heavy rainfall, combined
with sa.nita.ry sewage, will overflow diversion structures and untreated sanitary "
sewage will outlet to the Mississip i R,iver. Reports of sewer backups into
basements and surface flooding have �so been noted in this area.
The following streets within the project area are paved with concrete base, overlaid
with asphalt and have concrete curb:

No street widening will be performed if interference with boulevard trees is
encountered. New curb will be hand formed, if necessary, to avoid damagi.ng trees
and/or tree roots. Tree trimming may be necessary to facilitate sewer construction.
The new storm sewer construction is part of a long-range storm sewer project which
will result in separate storna and sanit,aiy sewer systems throughout the city.

Sanitary sewer repairs are necessary to repair existing damaged sewers.
The street improvements proposed would compliment the storm sewer construction.
New bituminous roadways with concrete curb and gutter are being proposed. All
driveways will be reconstructed with concrete, and new concrete outwalks will be
constructed for each home. Boulevards will be regraded and sodded. A lantern
lighting system will be used throughout the project area.
ALTERNATES:
To do nothing would be inconsistent with the city's commitment to improve e�sting
oiled streets, improve water quality and reduce pollution. Improving the rnadways
. in conjunction with sewer construction will save time, money and inconvenience
later.

With the completion of the city's sewer project and the disconnection of rainleaders,
sewer backups into basements will be eliminated, surface flooding reduced and the
diversion of saaaitary sewage to the Mississi ppi River, as well as the diversion of
storm water to the sewage treatment plant, will be eliminated.
General improvement of the public right-of-ways in conjunction with sewer
construction will enhance and add quality to the neighborhood. Street oiling would .
be elinainated.
ADVEEt.SE EF'FEC'i5:
Normal problems associated with construction, such as noise, dust, reduced access
to property and general disruption will be present. However, by constructing all
improvements at this time, future adverse effects would be eliminated.

No street widening will be performed if interference with boulevard tre�s is
encountered. New curb will be hand formed, if necessary, to avoid damaging
trees and/or tree roots. Tree trimming may be necessary to facilitate sewer
construction.

• The new storm sewer construction is part of a long-range storm sewer project
which will result in separate storm and sanitary sewer systems throughout the
city.
Sanitary sewer repairs are necessary to repair existing damaged sewers.
The street improvements proposed would compliment the storm sewer
construction. New bituminous roadways with concrete curb and gutter are being
proposed. All driveways will be reconstructed with concrete, and new concrete
outwalks will be constructed for each home. Boulevards will be regraded and
sodded. A lantern lighting system will be used throughout the project area.
ALTERNATES:
To do nothing would be inconsistent with the city's commitment to improve
existing oiled streets, improve water quality and reduce pollution. Improving the
roadways in conjunction with sewer construction will save time, money and
inconvenience later.
POSITIVE BFNEFITS:
With the completion of the city's sewer project and the disconnection of
rainleaders, sewer backups into basements will be eliminated, surface flooding
reduced and the diversion of sanitary sewage to the Mississippi River, as well as
the diversion of storm water to the sewage treatment plant, will be eliminated.
General improvement of the public right-of-ways in conjunction with sewer
construction will enhance and add quality to the neighborhood. Street oiling
would be eliminated.
ADVERSE E�'FECTS:
Normal problems associated with construction, such as noise, dust, reduced
access to property and general disruption will be present. However, by
constructing all improvements at this time, future adverse effects would be
eliminated.
