WHEREAS, on January 6, 1987, the Saint Paul City Council established a
Community Festival Revolving Loan Fund and Grant Program, administered by the
Division of Parks and Recreation for the purpose of assisting neighborhood
festivals with expenses, starting costs and insurance coverage; and
WHEREAS, on August 6, 1987, the Saint Paul City Council did pass rules to
administer the grant program; and
WHEREAS, the festival and sponsoring organization listed below meet the --
eligibility criteria established by the Saint Paul City Council in said rules;
now therefore be it
RESOLVED that the Saint Paul City Council hereby approves the attached
application for funding from the following organization, for the following
festival on the following date for the following amount:
St. Paul Civic Center $1,054.67
Native American Pow Wow
May 5, 1991
and does hereby authorize the appropriate city officials to execute agreements
as necessary to disburse the approved funds; a copy of said agreement to be
kept on file in the Department of Finance and Management Services.

Richard, attached please find a Community Festival Fund
Application, which should be signed and forwarded to the Division
of Parks and Recreation for funding covering your expenses
incurred for the Native American Celebration on May 5, 1991.
In way of background, the City Council passed the attached
resolution allowing up to $5, 000 to be expended toward a major
ethnic celebration utilizing the Civic Center, World Theater, or
Science Museum. The purpose of this is to encourage use of these
facilities. Unfortunately, this matter should have been
processed within 30 days after the event. Due to the fact that
this was a pilot program involving some new organizations, they
were delayed in handling this project.
Thanks again for your assistance and patience, and along with
signing the request for fund reimbursement, you may want to
attach this memorandum as a cover letter.

1 WHEREAS, cultural diversity is an important quality of life consideration to the City of St.
2 Paul and its neighborhoods. Significant contributions have and continue to be made to our city by
3 people of many ethnic backgrounds which represents one of the stren,ths of St. Paul; and

� WHEREAS, it is becoming more and more important to affirm the positive contributions of
6 all ?roups in our society, and particularly racial minorities, as a strate�y for combating prejudice and
7 promotinJ better understanding between human beings; and

9 WHEREAS, history has been both intentionally and unintentionally negligent in properly
10 representing the positive roles and role models in the minority communities; and

12 WHEREAS, the City of St. Paul promotes positive aspects of cultural diversity and
13 recognizes the community's designation of different monthly celebrations as an opportunity for
14 reeducatina the public about diversity. 1fie months of study and celebration include: January as
1� Southeast Asian New Year and Heritage Month, February as African American History �Ionth,
16 Llay as both American Indian Heritage Month and Hispanic Heritage month; and

18 WHEREAS, the City Council established the Community Festival Fund utilizina revenue
19 from Riverfest (a non-taxpayer revenue source) to provide small grants to neighborhood festival
20 oroups; and

23 Festival Fund up €ei ��,000 for each of the major minority racial ethnic a oups (Southeast Asian,
24 African American, Native American and Hispanic) to be used in underwriting part of the expense
2� of their ethnic celebrations when utilizing Roy Wilkins Auditorium, the Science Museum and the
26 World Theater. Applications for funds will be made to the Community Festival Fund based on
27 available funds. .
