WHEREAS, the City Council has authority under Minnesota Statutes 473.169 to
review and approve or disapprove the Final Design Plans for the Midway
Corridor Light Rail Transit (LRT) Pro�ect proposed by the Ramsey County
Regional Railroad Authority; and
WHEREAS, the City Council, on September 5, 1991, reviewed and approved the
Preliminary Design for the Midway Corridor Light Rail Transit Project subject
to a number of conditions, and stated that the City Council will not approve
the Final Design Plans for the project until the conditions are met; and
WHEREAS, one of the conditions of Preliminary Design approval by the City
Council is that the Preliminary Engineering phase of the project must include
an additional station near Pelham, along with shuttle and feeder bus
alternatives to serve the Westgate employment center, and adequate service to
the Westgate area must be clearly shown; and
WHEREAS, in response to the City Council condition, alternatives for LRT
service in the Westgate/TH280 area have been identified and evaluated in an
October 29, 1991, BRW memorandum to the Ramsey and Hennepin County Regional
Railroad Authorities; and
WHEREAS, the Metropolitan Council's Development Guide and Policy Plan for
transportation calls for a transportation system that supports economic
development, one of the seven goals for LRT adopted by the Ramsey County
Regional Railroad Authority is to enhance economic development in Ramsey
County, and the City Council has consistently called for LRT stations to be
located to support Saint Paul's economic development goals and opportunities;
and
WHEREAS, the greatest opportunity for economic development in the Midway
Corridor is in the Westgate/TH280 area; and
WHEREAS, the largest gap in service of the LRT alignment proposed in the
Preliminary Design is centered on the Westgate/TH280 area, a 1.7 mile distance
between stations that is inconsistent with the 1/2 to 1 1/2 mile station
spacing called for in the regional LRT system design philosophy; and
WHEREAS, Alternative D in the BRW alternatives evaluation fills this gap very
well, with 1.3 mile station spacing and a station located strategically in the
heart of potential redevelopment in the Westgate/TH280 area; and
WHEREAS, the potential for redevelopment in the Westgate/TH280 area is much
greater with an LRT station; and
WHEREAS, the Westgate/TH280 station would generate between 1500 and 2500 daily
trips, which compares favorably with the 180 daily trips generated by the

Preliminary Design's Franklin Avenue station it would replace; and
WHEREAS, the location of the Westgate/TH280 station between University Avenue
and Franklin Avenue greatly enhances the visibility of LRT and provides for
convenient feeder bus access; and
WHEREAS, with S00 to 1,000 more daily patronage than the Preliminary Design
baseline and a $7,000,000 cost, Alternative D would cost roughly $2.80 to
$5.60 per additional passenger and compare favorably with the Regional Transit
Board's current Central Corridor cost estimate of $5.50 to $6.00 per
passenger; and
WHEREAS, the additional one minute of travel time added by Alternative D would
be imperceptible compared to the 20 minute total travel time between downtown
Saint Paul and the University of Minnesota, and even more imperceptible
between the two downtowns; and
WHEREAS, Alternative D use of the University of Minnesota Transitway right-of-
way provides for convenient connection to one of the few alternatives for the
Saint Paul Northwesj;, Corridor to Rosedale called for in the LRT Regional
Development Plan; and
WHEREAS, the Desnoyer Park Improvement Association has reviewed the
alternatives for LRT service in the Westgate/TH280 area and favors the
alternatives with a station at Court International, including Alterative D;
and
WHEREAS, the District 12/St. Anthony Park Community Council has reviewed the
alternatives for LRT service in the Westgate/TH280 area and approves the
concept of Alternative D with special consideration of the University of
Minnesota Transitway tie-in and the advantage of other station connections;
RESOLVED, that the City Council reiterates its commitment to provide LRT
service in the Westgate/TH280 area if a decision is made to build LRT and a
funding source identified, and the Council supports Alternative D in the
October 29, 1991, BRW evaluation of�alternatives for LRT service in this area
as an excellent way to provide LRT service to businesses and residents of this
area.
