The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

pROJECT:
Construct a storm sewer system, water and sawer senrica connections and
reconnections, strest improvements and an omamerrtai lighting system in part of the
Lake Phalen Watershed. The ar+ea is bounded by Duiuth, Maryiand, Edgerton and
Kingston.
�,XIS?'1.NC GONDITIONS:
The project area is presentty served by a combined sewer system. During periods of
moderate to heavy rainfalis, stormwater and sanitary sewage combine to fiow over a
diversion structure and outlet to the Mlssissippi River. Reports of sewer bacicups into
basements and surface fiooding have also been noted in this area.
Payne, Eari, Frank, and Orange are paved with concrete base and have concrete curb.
Arcade and Parkway Dr have a concrete surface. Larpertiteur and Wheelocic Parkway
are paved with asphalt base. �
Generally the streets within the project area have an oiled roadway surface with no
curb or onty intermittent sections of concrete a�rb. The driving surfaces are fairto poor
and roadway widths vary because of lacic of curb.
PROPOSED IMPROVEMENTS:
Storm sewer construction and restoration in kind is proposed for the foilowing:
Wheelocic Parkway at the Phalen Park Playground
Earl - Hawthorne to Ivy
Frank - Orange to Ivy
Orange - Hyacinth to Duluth

Street improvements and street lighting are proposed for the foilowing stresis:

The new storm sawer is part of a long-range storm sewer project which wiil result in a
separated storm and sanitary sewer system for the Lake Phaien area. The strest
improvements proposed would compliment the storm sewer construction. New
bituminous roadways with concrete curb and gutter are being proposed. All driveways
will be reconstructed with cancrete and new cancrete outwalks will be constructed for
each home. Boulevards will be regraded and sodded. A new energy efficierrt sodium
vapor lighting system will be installed.
ALTERNATIVES:
To do nothing wouid be inconsisterrt with the City's commitment to improve existing
oiied streets. �
Typical roadway improvements which have been constructed recently in adjacent
residerrtial areas are being proposed here. Improving the roadways in conjunction
with sewer construction will save time, money and in�nvenience later.

With the campietion of the City's sewer projeci, the chance of sewer backups into
basements and surface flooding will be reduced�
General improvement of the public right-of-way in conjunction with sewer construction
wiil enhance and add quaiity to the neighbofiood. Stree�t oiling would be eiiminated

ADVERSE EFFECTS:
Normal problems associated with construction, such as noise, dust and general
disruption, wiil be preserrt. However, by constructing afl improvemerrts at this time,
future adverse effects would be eliminated.

To insure an effective sewer separation program and to comply with state and
federal mandates, all rainleaders (downspouts) must be disconnected from the
sanitary sewer. Your building's rainleaders are connected if exterior downspouts
connect to an underground pipe or if your roof drains through the interior of your
building. Some apartments, commercial, and industrial buildings will require a
separate storm sewer connection, and you should request a connection stub from
the main sewer to the property at this time to avoid a substantially higher cost to
have it installed later. For some information, call the Sewer Division at 292-6024
(residential property) or 292-6247 (commercial property).
Should you request a new storm sewer connection, sanitary sewer connection, or
water connection, it will be be assessed at actual cost per connection. If you
own vacant property which you plan to develop soon, we suggest that you request
that we construct these connections at this time.

The total cost of the project is estimated at $1.4 Million. A�ortion will come from a
redirection of taxes Saint Paulites are already payin�, and a sewer service

The .street paving and lighting would consist of conatruct�on of concrete curb and
gutter, a new bituminous surfaced roadway, concrete driv�eway aprons, boulevard
sodding and installation of lantern atyle street lighting.

PROJECT: `%N�l� CLERK
Construct a storm sewer system, water and sewer service connections and
reconnections, street improvements and an ornamental lighting system in part of the
Lake Phalen Watershed. The area is bounded by Duluth, Maryland, Edgerton and
Kingston.
EXlSTING CONDITIONS:
The project area is presently served by a combined sewer system. During periods of
moderate to heavy rainfalls, stormwater and sanitary sewage combine to flow over a
diversion structure and outlet to the Mlssissippi River. Reports of sewer backups into
basements and surface flooding have also been noted in this area.
Payne, Earl, Frank, and Orange are paved with concrete base and have concret� curb.
Arcade and Parkway Dr have a concrete surface. Larpenteur and Wheelock Parkway
are paved with as�ihalt base.
Generally the streets within the project area have an �iled roadway surface with no
curb or only intermittent sections of concrete curb. The driving surfaces are fair to poor
and roadway widths vary because of lack of curb.
PROPOSED IMPROVEMENTS:
Storm sewer construction and restoration in kind is proposed for the following:
Wheelock Parkway at the Phalen Park Playground
Earl - Hawthorne to Ivy
Frank - Orange to Ivy
Orange - Hyacinth to Duluth
An outlet to Lake Phalen between Hyacinth and Orange
Alley 100' E of cypress between Hawthorne and Maryland
Phalen Park Playground
Payne - Idaho to lowa
Parkway Drive - Payne to Hoyt
Larpenteur- Parkway Drive to Arcade
� Arcade 500' N of Larpenteur to Larpenteur
Vacated Weide between Idaho and Larpenteur
Alley 100' E of Payne between Hoyt and Montana

Street improvements, street lighting and storm sewer construction are proposed for the
following streets:
Nebraska- Edgerton to Payne
Hoyt - Parkway Drive to Greenbrier
Hoyt - Walsh to Arcade
lowa - Greenbrier to Walsh
Idaho - Parkway Drive to Weide
Greenbrier- Hoyt to Idaho
Walsh - Hoyt to lowa
Street improvements and street lighting are proposed for the following streets:
Hoyt - Greenbrier to Walsh
lowa - Parkway Drive to Greenbrier
The new storm sewer is part of a long-range storm sewer project which will result in a
separated storm and sanitary sewer system for the Lake Phalen area. The street
improvements proposed would compliment the storm sewer construction. New
bituminous roadways with concrete curb and gutter are being proposed. All driveways
will be reconstructed with concrete and new concrete outwalks will be constructed for
each home. Boulevards will be regraded and sodded. A new energy efficient sodium
vapor lighting system will be installed.
ALTERNATIVES:
To do nothing would be inconsistent with the City's c�mmitment to improve existing
oiled streets.
Typical roadway improvements which have been constructed recently in adjacent
residential areas are being proposed here. Improving the roadways in conjunction
with sewer construction will save time, money and inconvenience later.
POSITIVE BENEFITS:
With the completion of the City's sewer project, the chance of sewer backups into
� basements and surface flooding will be reduced.
General improvement of the public right-of-way in conjunction with sewer construction
will enhance and add quality to the neighborhood. Street oiling would be eliminated
on new bituminous roadways.
ADVERSE EFFECTS:
Normal problems associated with construction, such as noise, dust and general
disruption, will be present. However, by constructing all improvements at this time,
� future adverse effects would be eliminated.
