be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

SUMMARY OF ENGINEERiNG RECOMMENDATIONS
Conway/Germain Storm Sewer and Paving Project
City Project No. 92-S-8083

PROJECT:
Construct a storm sewer system, v�ater and sewer service connections and
reconnections, sanitary sewer repairs, street improvements, regrade and improve the
existing stormwater retaining pond and construct a lantern style lighting system in the
area generally bounded by Interstate 94, Johnson Parkway, E Sixth Street, and White
Bear Avenue (see attached map).
EXISTING CONDITIONS:
The majority of the project area is presently served by a combined sewer system.
During periods of moderate to heavy rainfall, stormwater and sanitary sewage
combine to flow over a diversion structure and outlet to the Mississippi River. Reports
of sewer backups into basements and surtace ffooding have also been noted in these
areas.
The following streets within the project area are paved with a full depth bituminous
pavement or a concrete base with asphalt surfacing and have concrete curb or
bituminous curb:

Third St. from Johnson Parkway to White Bear is a Municipal State Aid (MSA) Street.
The existing concrete paved roadway is 40' wide with parking albwed on both sides.

This roadway is classified as a two lane high density collector. The existing average
daily traffic counts are 11,375 betwesn Johnson Parkway and Etna and 6,875 between
Etna and White Bear Avenue. The MSA standard width is 32' with one side parking or
38' with two side parking. It is proposed to reconstruct Third to the existing 40' width
width and two side parlcing to remain as is. A portion of Third Street from 350' west of
Etna to 400' east of Etna was reconstructed under a MWCC Corrtract and will be left in
place. Lantern style street lights are proposed as part of this project. Funding for
street lighting improvements is dependent upon the final approval of the 1992 Capital
Improvement Budget. The existing wood pole street lighting system woutd remain in
place if funding is not appropriated.
BIRMINGHAM- OLD HUDSON ROAD TO THIRD STREET
Birmingham from old Hudson to Third is a Municipal State Aid (MSA) Street. The
bituminous paved roadway is 30' wide with parking allowed on both sides. This
roadway is classified as a two lane low density collector. The existing average daily
traffic counts is 1 ,000. The MSA standard width is 32' with one side parking or 38' with
two side parking. It is proposed to reconstruct Birmingham to 32' wide with parking
banned on the east side. Lantern style street lights are proposed as part of this project.
Funding for street lighting improvements is dependent upon the final approval of the
1992 Capital Improvement Budget. The existing wood pole street lighting system
would remain in place if funding is not appropriated.
ALTERNATES:
To do nothing would be inconsistent with the city's commitment to improve existing
oiled streets and improve water quality and reduce pollution. Improving the roadways
in conjunction with the sewer construction will save time, money and inconvenience
later.
POSITIVE BENEFITS:
With the completion of the city's sewer project and the disconnection of rainleaders,
sewer backups into basements will be eliminated, surtace flooding reduced and the
diversion of sanitary sewage from this area to the Mississippi River will be eliminated.
General improvement of the public right-of-way in conjunction with the sewer
construction will enhance and add quality to the neighborhood. Street oiling would be
eliminated. Lantern style lighting will enhance neighborhood safety and esthetics.
ADVERSE EFFECTS:
� Normal problems associated with construction such as noise, dust and general
disruption will be present.
EFFECTS ON TREES:
Some trees in the stormwater ponding area will be lost due to the regrading of the
pond. New trees will be planted as part of the restoration of the pond.
rIME SCHEDULE:
The project will begin in the spring of 1992 and will be completed by late fall of 1992.
There will be further restrictions on the amount of time work is done on individual

The City of St. Paul Department of Pubiic Works has preGminary plans for a large project in your
neighborhood fo�new storm sewe�s, street paving and street IigMing. IYs part of the City's ten year
Combined Street and Sewer Program. The project would be oonstructed in 1992. You are invited to an
irrfom�ational meeting to discuss project details,financing and the construction schedule.
PROJECT: CONWAY/GERMAIN STORM SEWER- PROJECT 92-S-8083
DATE: Tuesday,October 22, 1991

The total cost of the project is estimated at$5.2 million. One half of this will come from state funds. A
portion will oome from a redirection of taxes Saim Paulites are already paying,and a sewer service
surcharge to all city property owners. The rest would come from assessments to the properties affected
by the oonstruction. Please see the map on the reverse side of this notice for rrrore detailed construction
iMormation.
The street paving and lighting of residential streets would consist of construction of concrete curb and
gutter, a new bituminous surtaced roadway,concrete driveway aprons, boulevard sodding and
instaliation of a lantern style lighting system and boulevard trees. The streets to be paved as part of the
project wiil be oonstructed to widths ranging between 28'and 34'. Also included in the project is the
regrading of a portion of the existing storm water retention pond north of the Third and Etna �
intersection. The regrading will improve the capacity of the existing pond.
It is also proposed to reconstruct the following Municipal State Aid Streets:
Third Street between Johnson Parkway and White Bear,where it is proposed to
rec�nstruct the street to the existing 40'width and leave the existing pa�cing on boih sides of the
street in place.
Birmingham Street betw¢en Oid Hudson Road and Third St.,where it is proposed to
. reconstruct the street to a 32'width and ban parking on the east side of the street.
Due to budget constrairrts,the funding request by Public Works for street IigMing on Third and on
Birmingham was not approved in the proposed 1992-93 Capitai Improvemer�t Budget,therefore it
is proposed to install conduit only to allow for future inst�llation of street IigMing. ff you have
