1 WHEREAS, the quality of life in a community is supported and greatly enhanced by stability and
2 constancy of its key institutions, and

4 WHEREAS, no community institution is more fundamental than the family, and family stability is
5 increasingly threatened by a wide variety of stresses and strains in today's society, which makes
6 cohesive and enduring families more valuable not only to family members but to the entire
7 community, and
8
9 WHEREAS, one means by which families celebrate their success in remaining a unit is through
10 wedding anniversaries, and a SOth or "golden" wedding anniversary is a particularly important
11 landmark, and
12
13 WHEREAS, it is fitting and appropriate for the community to celebrate a golden anniversary along
14 with the family of the long-married couple, because of the many benefits to the community of the
15 stable family unit, and
16
17 WHEREAS, each month several Saint Paul families celebrate golden anniversaries, and
18
19 WHEREAS, one of those families who will celebrate a golden anniversary this month is the family
20 of Ruben and Margaret Hilpert, who were married on September 20, 1941, now therefore be it
21
22 RESOLVED, that the City Council congratulates Ruben and Margaret Hilpert on the occasion of
23 their golden anniversary, and thanks the Hilperts for their contributions to Saint Paul.
