PROJECT �
Grade, pave and construct curb and gutter, construct a sanitary sewer, and construct a
street lighting system in WINTHROP STREET from idaho Avenue to Larpenteur
Avenue. Also, construct a storm sewer system in a 40 foot easement to be obtained
approximatety along the alignment of California Avenue extended from Furness
Parlcway to Winthrop Street. Also condemning siope easements on the above grading
project.
INITIATING ACTION
This project is being initiated by a petition signed by three of the six property owners
representing approximately 1/2 of the assessable property.
PROPOSEDIMPROVEMENTS
The street will be constructed 32 feet wide with concrete curb and gutter. The
boulevards will have to be narrowed to avoid severe slope damages. Water main and
sanitary sewer will be constructed for the length of the project. Sewer and water
connections will be extended to the property lines of all existing or potential home sites
abutting the improvement. Residential type street lighting will be instailed in the
boulevards.
The outlet for the storm sewer and the connection for water main supply are in
California Avenue at Furness Street necessitating acquiring a 40 foot wide easement
from Winthrop to Furness.
EXISTING CONDITION�
This street has a narrow dirt trail with no sewer or water. It serves four homes but one
is on unimproved Idaho Avenue and would not be assessed for this improvement.
There is a home on the east side of Winthrop Street facing Larpenteur Avenue and the
assessments for this property would be paid with long side aid. Excepting this home
on Larpenteur, the homes have septic systems, many of which overflow during heavy
rains and spring runoff.
The parcels on this improvement are quite large and therefore the total cost to each lot
will be very high. The largest parce� belongs to Hillcrest Golf Course. .

ALTERNATES •
Do nothing. This will not be a probiem bu# the legistative code restricts house
construction abutting unimproved streets, therefore, no new homes could be
constructed in the area unless a waiver is granted. This attemate does not address the
problem of the septic systems. �
Construct sanitary sewer only. This may be the most practical solution since it would
eliminate the most emanate problem and would be the least expensive.
