RESOLVED, that pursuant to Minnesota Statutes 471.59, commonly referred to as the °Joint Powers
Act," the proper Ciry of Saint Paul officials are hereby authorized and directed to execute the
attached joint powers purchasing agreement with the City of Forest Lake, said agreement providing
for the joint purchase of equipment, materials, services, and supplies, as needed. Copies of the
agreement to be kept on file and/or record in the Office of Financial Services.

30INT POWERS AGREEMENT
THIS AGREEMENT, is made into this � day of �4�-�- , 1998 by and between the
City of Saint Paul (Ramsey Counry, Minnesota) and the City of Forest Lake, (Washinb on Counry, Minnesota).
WHEREAS, the City of Saint Paul and the City of Forest Lake, pursuant to the provisions Minnesota
Statutes 471.59 are authorized to enter into an agreement to exercise jointly the governmental powers and
functions each as individually; and
WHEREAS, the City of Saint Paul and the City of Forest Lake, desire to combine their purchasing
functions for the purchase of equipment, materials, services and supplies to secure more favorable prices and
conditions;
NOW THEREFORE, TT IS HEREBY AGREED, by and between the parties hereto as follows:
1. The City of Saint Paul shall, pursuant to the procedures set fourth in the Saint Paul City Char[er and
applicable State Statutes, make joint purchases for both the City of Forest Lake and authorized and required by
both the City of Saint Paul and the City of Forest Lake.
Similarly, the City of Forest Lake shall make joint purchases for the two entities in accordance with all
applicable Statutes and policies.
2. Each party shall make payment directly to the vendor according to established procedures.
3. Itieither party sh�ll assume any responsioility for t:�e accountability of fnnds eapended by the
other or issuance of a purchase order by the other party.
4. Each party shall be separately accountable for its own expenditures of public funds made
hereunder.
After bids have been received by the designated purchasing department on behalf of both entities,
and awarded, each party shall enter into its own contract or agreement with the vendor.

As mutually agreed upon, the parties may share costs associated with the shared bidding process.
