'. �5 � �' • � `!Council File # —/ � . �/; � � Green Sheet # RESOLUTION CITY OF INT PAUL, MINNESOTA - � � e P esented By r p Referred To Committee: Date ����� /� 1 WHEREAS, Cochran Park was donated to the City of Saint Paul on August 21, 1923 by Mrs. 2 Emilie Cochran in memory of her husband, Thomas Cochran; and 3 4 WHEREAS, in 1924 a stone shelter and pool were constructed in Cochran Park with funding 5 provided by Thomas Cochran, Jr.; and 6 7 WHEREAS, in 1926 Thomas Cochran, Jr. donated a bronze sculpture, designed by internationally 8 recognized axtist Paul Manship, entitled In i n Hunter With Dog serving as the central piece for 9 the fountain and the community for some 40 years; and 10 11 WHEREAS, in 1966 the City of Saint Paul accepted funds from the McKnight Family for the 12 construction of a formal garden near the Como Park Conservatory and "for the purpose of 13 relocating a statue belonging to the Parks Department having historical value to the city; and 14 15 WHEREAS, the relocation of the sculpture was opposed by members of the Cochran family 16 including Thomas Savage, nephew of the donor; and 17 18 WHEREAS, in 1967 the Manship sculpture was relocated from Cochran Park to the McKnight 19 Garden which was then dedicated on June 23, 1967; and 20 21 WHEREAS, beginning in 1975 residents near Cochran Park have requested the retum of the 22 sculpture to its original location to which the city responded by placing a fiberglass replica in the 23 fountain in 1983; and 24 25 WHEREAS, the sculpture was donated to the City of Saint Paul with the expressed intent to be 26 the centerpiece for the fountain at Cochran Park, the Ramsey Hill neighborhood has changed 27 significantly since 1966, those conditions that caused the sculpture to be moved no longer exist and 28 there is no legal obligation to retain the sculpture in the McKnight Formal Garden; and 29 30 WHEREAS, Cochran Park is located on Summit Avenue which is considered one of Saint Paul's 31 treasures, which is heavily promoted as such and is nationally noted for its architecture and 32 neighborhood efforts to maintain its integrity and restore historically significant buildings is viewed 33 by thousands of visitors each yeax through bus, automobile and walking tours; and 34 35 WHEREAS, new technology exists to protect the sculpture from vandalism and theft the Ramsey 36 Hill neighborhood has agreed to assist in defraying the costs of a security system; and 37 38 WHEREAS, the CIB Committee has recommended funding for the repair of the fountain in 39 Cochran Park for 1992; now, therefore, be it 40 41 RESOLVED, that the Saint Paul Department of Community Services is directed to move the 42 original Paul Manship sculpture Indian Hunter With Doe to its original location in Cochran Park in 43 conjunction with the fountain improvements scheduled for 1992; and be it further 44 C3R�GINA l �y��� �q� � 1 , �tESGLVED, that the Department will work with the Ramsey Hill Association and the Minnesota 2 , Museum of Art to develop an appropriate security system. FURTHER RESOLVED, that the department shall use a portion of funds appropriated in the 1992-93 Capital Improvement Budget for Public Art to commission the design of a new sculpture for the McKnight Garden at Como Park. AOVANTACaES IF APPROVED: The sculpture will be returned to its historic and intended location and a security system installed. The replica or other suitable sculpture may be relocated to Como Park in its place. DISADVANTAGES IF APPROVED: The McKnight Formal Gardens will lose the Manship sculpture, however, the resolution accepting funds and creating the garden does not specify that th Manship sculpture Indian Boy With Doc� serve as the center piece.
