Mr. President, I asked that this be laid over and discussed with
Robert Sprague and with=.the"r'Mayor; the suggestion that one of the
_
two City representatives should be a City Council person and Mr.
Sprague and the Mayor's office said that instead of Craig Blakley,
it would be all right for me to be appointed, if that was O.K. with
the other powerful and importaht advocate for the Energy Park Area,
Councilmember Rettman and we talked briefly and had the
understanding that if I serve on this Committee, that it would be
part of my job to work with her and her assistant, Kathy Zieman to
make sure that we can work together getting Economic Development
strong and secure in Energy Park.

I wish to advise you that the Dakota County Board of
Commissioners is considering the imposition of a Differential
Solid Waste Surcharge on all mixed municipal solid waste
collected outside of Dakota County and disposed at facilities
within the County. The surcharge would not affect waste
collected within the County. The fee will be an additional $7.50
per cubic yard to be paid at the disposal site in conjunction
with other existing surcharges. If approved, the effective date
of the new fee will be January 1, 1992.
The County Board will formally consider this action at its
regular meeting on November 5, 1991 at 9: 00 A.M. in the Board
Room, Dakota County Administration Center, Hastings. You are
invited to provide comments on this issue at that time or you may
submit your comments in writing.
