1 WHEREAS, Minnesota Laws of 1998, Chapter 404, Section 7,
2 Subdivision 7 contains an appropriation to the Metropolitan Council
3 for Regional Parks and Open Space development grants, including a
4 grant to the City of Saint Paul for the Como Park Education Resource
5 Center, Phase I, as set forth below:

"$3,900,000 of this appropriation is for a grant to the
metropolitan council to prepare a site for, design, construct,
furnish, and equip, including utility infrastructure, the Como
Park Education Resource Center, Phase I. The grant is contingent
upon the City of Saint Paul maintaining Como Park zoo as a free
attraction for the life of the bonds. The City may, however,
charge a fee for use of the Como Park golf course and the
conservatory and for special event faCility rentals at the park,
including the zoo and the conservatory. The center must report
to the chair of the senate environment and agriculture budget
division, the chair of the house environment and agriculture
finance committee, and the chairs of the senate and house
environment and natural resources policy committees as soon as
the center has secured half of the total project costs from
nonstate sources."
NOW TAEREFORE BE IT RESOLVED, by the Council of the City of Saint
Paul, that the City of Saint Paul agrees to comply with the
requirements of said grant, and
24 FURTHER RESOLVED, that the Mayor and proper City officials are
25 hereby autriorized to execute agreements with the Metropolitan Council
26 to accept and implement said grant, and
27 FINALLY RESOLVED, upon recommendation of the Mayor and advice of
28 the Long Range Capital Improvement Budget Committee, that the 1998
29 Capital Improvement Budget, as heretofore adopted and amended by the
30 Council, is hereby further amended as follows:
