In each case, after hearing from the various neighborhood district councils, business associations, property owners and staff, the Council approved both the construction of these systems and their operation by the City on an assessment basis. It is required that a public hearing be held each year for both the estimated operating costs and then the actual operating costs. The first above standard lighting system began in 1983. These systems have increased at a rate of about two systems per year since then. ADVANTAOES IF APPROVED: This has become an annual budget procedure. The assessment policy originated to allow the direct benefitting parties to pay for the additional operating costs and provide for uniform ma.intenance of the system. DISADVANTAOES IFAPPROVED: None. REE1v JG gg1 F' C ERK DISADVANTAGES IF NOT APPROVED: The City, as a whole, would bear the added expense to operate these systems instead of the direct benefitting parties that requested them. '„s 'seach Center AUG 2 2 1991 TOTAL AMOUNT OF TRANSACTION S 907` COST/REVENUE BUDGETED(CIRCLE 9NE)_ KES NO ' FUNDING SOURCE AsseGSmPntG onl ACTIVITY NUMBER FINANCIAL INFORMATION:(EXPLAIN) a y e f • . NOTE: COMRLETE DIFECTIONS ARE INCLUDED IN THE GREEN SHEET INSTRUCTIONAL MANUAL AVAILABLE IN THE PURCHASINGFFICE(PHONE NO.298-4225).
