RESOLUTION APPROVING AND AUTHORIZING TI3E EXTENSION OF BEGINNING LOAN
PAYMENTS TO GILES GUGGEMOS, INC. THROUGH THE STAR LOAN PROGRANT,
DISTRICT 12
2 WHEREAS, Giles Guggemos, Inc., a Minnesota Corporafion (the "borrower"}, has requested an extension of
3 the first loan payment date and a continuance of interest non-accrual for a period of fourteen months
4 beginning Mazch 1, 1998 and ending May 1, 1994; and
5
6 WHEREAS, the borrower obtained a loan in the amount of $145,000 and a grant in the amount of $10,000
7 through the STAR program which was approved by City Council Resolution on August 7, 1996; and
9 WFIEREAS, the project for which funding was approved consisted of the purchase of a large-format printer
10 for use in borrower's business; and

WHEREAS, the borrower did not close on the nutial purchase of equipment as a lower cost, but comparable
quality printer was found for purchase and ordered for delivery. The delivery date was delayed and the
original one year deferral of loan payments and interest accrual expired before the loan could be disbursed.
At present the loan has not been disbursed and no interest accrual has begun. The borrower is now prepared
to accept delivery of the equipment and request loan disbursement; and
WHEREAS, the borrower will comply wath all federal, state and locallaws and policies but not limited to
prevailing wage standards for construction (Davis-Bacon), affirmative ac6on/equal opportunity and targeted
business programs; and

22 WHEREA5, the primary public purpose of the project is job creation and also the support of commercial
23 activity and support vitafity of indushy.

NOW, THEREFORE BE IT RESOLVED, by the Councii of the City of Saint Paul, that approval is hereby
granted for an extension of the first loan payment date and a continuance of interest non-accrual for a period
of fourteen months beginning March 1, 1998 and ending May 1, 1999.
BE IT FURTHER RESOLVED, that the Executive Director of the Housing and Redevelopment Authority
of the Ciry of Saint Paul, Minnesota and other appropriate City officials are authorized to execute the
necessary documents in connection with the loan, in form acceptable to the City Attorney, on behalf of the
Ciry.
