WHEREAS, the Metropolitan Waste Control Commission has expressed interest in
constructing an N-Viro Soil demonstration project in conjunction with the
reconstruction of Mears Park, and
WHEREAS, the N-Viro product is a soil conditioner produced from sewage sludge under a
MWCC residual solids recycling program; the N-Viro process pasteurizes and deodorizes
the sludge material for agricultural, horticultural and residential applications, and
WHEREAS, although the University of Minnesota is currently conducting N-Viro
agricultural demonstration projects, there are no horticultural demonstration
projects and Mears Park will be the first such project, and
WHEREAS, to carry out this demonstration project, MWCC has offered a grant in an
amount not-to-exceed $50,300.00 to the City for constructing the garden walk portion
of the Mears Park design, which is not presently funded, said garden walk to provide
perennial flower and shrubbery plantings along a walk on the south and east sides of
the park,
NOW THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, that the
appropriate City officials are hereby authorized to execute an agreement with MWCC to
accept said grant, and
FURTHER RESOLVED, upon recommendation of the Mayor and the advice of the Long
Range Capital Improvement Budget Committee, that the 1991 Capital Improvement
Budget, as heretofore adopted and amended by the Council, is hereby further amended
as follows:

Metropolitan Waste Control Commission (MWCC) has offered the Ci�y a grant to construct
garden walk portion of Mears Park design, using a recycled sewa�e sludge product,
N-Viro soil conditioner, in the gardens. The gardens are perennial flower and
shrubbery plantings, with a walk and benches inc1uded.
ADVANTA(iES IF APPROVED:
MWCC will have a N-Viro horticultural demonstration project directly across the street
from the MWCC offices.
City will have the garden area of the park design completed at no cost to the City.
This part of the design is presently not funded.
