RE: Child Care Selection Team Recommendations
The Child Care Selection Team met on August 22 and made the
following recommendations for the first round of the 1991 Child
Care Partnership Program. The proposals total $38,945 of the
$50, 000 available for this round.
For funding:
Family 3ervices of Greater Saint Paul $8,984 (the full amount
requested)
Family Services has proposed a drop-in child care program that
would serve the children of clients in the Midway Family Service
and Abuse Center. The Midway Center will collborate with other
social service agencies, such as My Turn from Merrick Community
Center and the Salvation Army, to provide training opportunities
in the field of child care for their clients. The matching funds
would include Family Services employee fund-raisers, community
donations, volunteer labor and Family Services budget.
- Resources for Child Carinq $14, 241 (the full amount
requested)
Resources for Child Caring has proposed reaching out to the
non-English speaking Hispanic community with its child care
resource and referral service. Resources for Child Caring would
work with CLUES and other Hispanic agencies and institutions as
identified by CLUES to identify locations for a bilingual worker
and a lap-top computer to reach the target population. Resources
for Child Caring would match the City funds from its budget.
Amherst H. Wilder Foundation $15,720 (the full amount
requested)
Early Childhood Development Services proposes "Side By Side, "
a project which would place local college students in family child
care providers homes. The family child care providers would gain
the help of additional staff and the college student would earn
credits and experience. The Selection Team put two conditions on
their recommendation: that Wilder show how it would plan for
continuation funding and that Wilder look at all local colleges as
potential partners.

Not recomended for funding:
Children�s Home Society $5,000 requested
Children's Home Society had requested $5,000 to hire a
consultant to train their staff in dealing with special needs
children. The Selection Team did not recommend the proposal for
funding because they felt it did not show signs of collboration and
community involvement. The selection team also felt the impact of
the program would be small, because the training would be available
to no one else and would be valuable only as long as the current
staff remained at Children's Home Society.
Lao Family $23,265 requested
The Selection Team felt the proposal left too many unanswered
questions to recommend funding. The proposal outlined one problem
-- school readiness -- but seemed to request funds to help address
the drop-out rate problems of Southeast Asian Child Care Providers.
Money identified in the budget did not seem to match items listed
in the proposal. The matching funds were unclear.
River of Life Child Care Center $25, 000 requested
The Child Care Selection Team felt that the child care center
did not demonstrate that it had the financial wherewithal to
support itself, especially in the expensive business of subsidizing
low income child care.
The following proposals were found to be from ineligible
applicants:
Sandcastle Child Care Centes $25,000 requested
The child care center is not incorporated separately from its
� affiliated church and therefore the funds would be spent on
improving church-owned property.
Guadalupe Area Project $5, 672 requested
Lubavitch Child Care Center $25, 000 requested
The guidelines state that public and private educational
institutions are ineligible applicants.
There was a total of $157, 342 requested. There is $50,000
allocated per round.
The Selection Team also recommends that the City chanqe its
quidelines for eligible and ineliqible applicants.
The current guidelines state that "public and private
educational institutions are ineligible". The Selection Team
recommends that public schools be added to the list of local
governments ineligible to apply and that any reference to "private
educational institutions" be struck.
Staff concurs in this recommendation.

Program. I concur with and endorse the Selection Team's
recommendations for funding and for revising the program's
guidelines.
