Jeanne Bedard, Video Production Coordinator, and Janet Wigfield, Cable Communications Officer believe Ms. Rapacke is performing duties beyond her classification and that her position is not appropriately compensated. Greg Haupt supports this request. Study Components 1. Review of the ob profile completed by the incumbent. 2. Review of the class specifications for Video Production Assistant Video Production Specialist and Video Production Coordinator. 3. Review of the job profiles previously submitted for these classes. 4. Interviews with Iiary Rapacke, Jeanne Bedard and Janet Wigfield. 5. Evaluation using the QES system. Qb Description Conducts research, develops and writes scripts for programs. Makes appointments and arranges interviews. Sets up location shoots and equipment. Operates video and sudio equipment. Conducts interviews and directs productions. Logs and edits tapes. Selects appropriate music. Operates a computer to create video graphics. Prepares tapes for cablecast. - 1 - . . i- i ,l Maintains videotape library. Assists in designing newsletters and schedules. Writes news releases and correspondence. Maintains equipment. omparison to Other Positions Mary performs all of the duties listed on the class specification for Video Production Assistant, but she also performs many more responsible duties than it describes. Compared with the ob profiles of Video Production Assistants, the incumbent exercises much more independence and creativity. Video Production Assistants primarily tape events such as council meetings where they have no authority to determine who or what will be taped. They also insert pre-selected graphics and audio soundtracks for broadcasting. Although Mary does have similar assignments such as taping the Mayor's live call-in show, the ma,jority of her assignments require her to independently direct and produce the entire program. For example Ms. Rapacke created a video illustrating the Merriam Park clean-up efforts. She researched the issue videotaped scenes of the park and volunteers, interviewed people on tape to get their perspectives, wrote a script and narrated the video, selected appropriate music and edited the tape for broadcast. This is similar to a few of the duties described by the class specification and ob profiles submitted by Video Production Specialists. Former employees in this class produced videotapes by researching information developing scripts, and taping and editing the material which are elso responsibilities of the audited position. However, the incumbent is not responsible for other duties described in the specification; for instance she does not coordinate the use or maintain programming on the municipal channel, recommend procedural changes, nor does she develop the annual work plan or budget. These duties are currently performed by the Video Production Coordinator who is the incumbent's immediate supervisor. Q.E.S. Evaluation and Analvs The QES evaluation supports placing this position at grade 22 of the technical standard ranges. - Recommendation As there is currently no classification which accurately describes the responsibilities of this position, I recommend that a new class • entitled Video Production Technician be established. The rate of compensation for this class should be grade 22 of the technical standard ranges. - 2 - • Video Production Technician / ` / Initiatin Problem. Issue. Opportunity: This action is the result of a study requested by Citywide Information Services to determine if their position of Video Production Assistant was properly classified and compensated. This is the only technical position in the division's video production unit and is responsible for conducting research, writing and developing scripts for programs in addition to operating video and sudio equipment. The study determined the responsibilities surpass the current classification; however, they do not match those of any existing classification. Consequently, it was recommended that the Video Production Technician class be created.
