1 WHEREAS, several states, including Iowa, Illinois, and Mississippi have recently enacted
2 legislation to permit casino-type gaming on riverboats on the Mississippi River; and
3
4 VVHEREAS, Riverboat gaming, in a fully regulated and high quality operation, could have a
5 positive impact on Saint Paul's visitor and tourism industries; and
6
7 WHEREAS, the City Council has received proposals from 2 individuals, groups and/or
8 organizations interested in operating riverboat gaming in Saint Paul in accordance with Council File
9 91-664, adopted by the Saint Paul City Council on April 16, 1991 and published on May 4, 1991;
10 and .

12 WHEREAS, the Department of Planning and Economic Development has prepared a report
13 entitled RIVERBOAT GAMBLING in Saint Paul, Minnesota detailing the possible benefits of
14 riverboat gaming which has been reviewed by the Planning Commission and forwarded to the City
15 Council: and
16
17 WHEREAS, proposals of interested parties, the study by PED and studies by other communities
18 indicate the possibility of significant growth in tourism, econo�ic development and related
19 employment as a direct result of riverboat gaming in the community; and
20
21 WHEREAS, development of a riverfront gaming operation on the downtown Saint Paul Riverfront
22 would require enabling legislation by the Minnesota State Legislature; now, therefore, be it
23
24 RESOLVED, that the Council of the City of Saint Paul hereby requests that the Legislature of the
25 State of Minnesota, should it authorize riverboat gaming within the state, adopt legislation that
26 would enable the City of Saint Paul to authorize and regulate riverboat gaming within the municipal
27 boundaries in accordance with the rules and regulations established by the enabling legislation and
28 state regulatory agencies.

19 WHEREAS, Riverfront Entertai ent Partners has requested that the City of Saint Paul

21 riverboat gaming operation at a site be detemuned on the downtown riverfront, said
22 planning activities to include meeting 'th the various federal, state and city regulatory bodies
23 having jurisdiction over gaming activities, any necessary licensing or permitting activities, and
24 the riverfront, and with affected District uncil and neighborhood organizations, and to
25 return to the City Council within 180 days to resent the proposal; and

27 NOW, THEREFORE, BE IT RESOLVED, th the City Council of the City of Saint Paul
28 wishes to encourage the State Legislature and ci administration to study the merits for
29 enactment of state enabling legislation permitting e City of Saint Paul to approve riverboat
30 gaming operations on the downtown riverfront; and

32 BE IT FURTHER RESOLVED, that the City Council f the City of Saint Paul authorizes
33 Riverfront Entertainment Partners, Padelford Packet Bo t Co., Inc., and any other interested
34 parties to develop a proposal for the private development`�nd private financing of a riverboat
35 gaming operation at a site to be determined on the downto�yn riverfront, said planning
36 activities to include meeting with various federal, state and ci�y regulatory bodies having
37 jurisdiction over gaming activities, any necessary licensing or pErmitting activities, and the
38 riverfront, and with affected District Councils and neighborhood organizations, and to return
39 to the City Council within 180 days to present the proposal. Any requests should be made in
40 writing to the City Clerk so that a record of interest can be documented to which a written
41 response will be made by the City Council; and

2 ' and with the assistance of city staff whether the city should approve riverboat gaming
3 operations and if so, under what conditions the city should approve proposals for private

6 FINALLY RESOLVED, that no e of the terms of this resolution may be construed to
7 commit the City to any course of a ion or expenditure of funds or to operate as a pre-
8 approval or approval of a location, eloper, site plan, license or zoning changes.
