ACCOUI�'TING Al�'D RECORD REQUIREMEh'TS 4.01 Docume�tation of Proj�et Costs and Ineome. AII costs charged to the grant project, whether paid wzth grant proceeds or u�ith matching funds, must be supported by proper documentation, includin� properly executed payrolls, time records, invoices, contracts, or vouchers, evidencing in detail the nature and propriety of the charges. The Grantee shall also maintain records of an}� revenue resulting from performance of the grant project, which is received by the Grantee during the Project Activity Period defined in article VI, paragraph 6.01. 4.02 Accounts and Records. The Grantee agrees to establish and maintain accurate, detailed, and complete separate accounts and records relating to the receipt and expenditure of all grant funds and cash matching funds required by this agreement, including all project documents, financial records, and supporting documentation. These project accounts and records shall be retained intact by the �rrantee for at'least three (3) ��ears followzng the end of the Grant Period set forth in article VI, paraeraoh 6.02. The Crrantee bears the risk of loss of, damage to, or destruction of the recycling bins. No such loss, damage, or destruction shall relieve the Grantee of its obligations under this a�reement. 7.04 Noncompliance by Grantee. If the Council finds that there has been a failure to compl}�with the provisions of this aereement, the Council may terminate the agreement at any time followin� seven (7) days' �Titten notice to the Grantee and upon failure of the Grantee to cure the default within the seven-day period. The Grantee acl:nowledges that the results of the grant project, the reports submitted, and any new information that is developed with the assistance of this grant is in the public domain and may not be eopyrighted or patented. 7.10 Equai Employment Opportuait�; �rmative Action. These contracts are overseen by the Department of Public Works. The City anticipates this will also be the case with this project. The City intends to contract with the St. Paul Neighborhood Energy Consortium to implement this program. The NEC Board of Directors will approve their staff's recommendation as to where the bin distributions will take place. Each neighborhood will discuss the issue with their appropriate committee (Land Use, Environment, Human Services, etc. ) and make a request tp the NEC for bins if they so choose. Those neighborhoods which are program parrticipants will designate one can�act person to be responsible for the recyclin� bin project in their neighborhood.
